This study aimed to empirically derive policy priorities for eliminating unqualified instruction and consumer harm in the fitness industry. A three-round Delphi survey and Analytic Hierarchy Process(AHP) were applied to a panel of nine experts comprising three physical education professors, three sports administrators, and three field practitioners. Three upper-level domains and eleven sub-factors were finalized through the Delphi survey. AHP analysis revealed that market regulation and consumer protection(.594) ranked highest, followed by qualification system alignment(.249) and professionalism enhancement(.157). In the overall priority ranking, strengthening penalties for unqualified instruction(.271) ranked first, followed by mandatory guarantee insurance(.191), fitness-specific qualification track(.114), written examination restructuring(.097), re-entry restrictions for fraudulent operators(.083), and mandatory continuing education(.072). These findings suggest that eliminating unqualified instruction requires the integrated pursuit of market regulation, qualification reform, and professionalism enhancement. The results are expected to provide empirical evidence for legislative discussions on the Sports Facilities Act and the National Sports Promotion Act.

본 연구는 피트니스 산업의 무자격 지도 및 소비자 피해 근절을 위한 정책 대안의 우선순위를 실증적으로 도출하는 데 목적이 있다. 체육학과 교수, 스포츠행정가, 현장 실무자 각 3인으로 구성된 전문가 패널 9인을 대상으로 3차 델파이조사와 계층분석법(AHP)을 적용하였다. 델파이 조사를 통해 자격제도 정합성 강화, 전문성 강화, 시장 규제 및 소비자 보호의 3개 상위영역과 11개 하위요인이 최종 확정되었다. AHP 분석 결과, 상위영역의 중요도는 시장 규제 및 소비자 보호(.594), 자격제도 정합성 강화(.249), 전문성 강화(.157) 순으로 나타났다. 종합 우선순위에서는 무자격 강습 처벌강화(.271)가 1순위로 도출되었으며, 선결제 보증보험 의무화(.191), 피트니스 전문 자격 트랙 신설(.114), 필기시험 과목 재구성(.097), 먹튀 사업자 재진입 제한(.083), 의무 보수교육 도입(.072) 순으로 나타났다. 이러한 결과는 무자격 지도근절이 시장 규제, 자격제도 개편, 전문성 강화의 세 축이 유기적으로 결합될 때 실효성을 확보할 수 있음을 시사한다.
