An Analysis of Complex Risk Factors and Safety Management Improvement Strategies in Open Water Swimming Events in South Korea
The purpose of this study was to examine the complex risk structure of open water swimming events in South Korea and to identify key operational factors that amplify accident risk in order to propose a systematic safety management framework. The study employed a mixed-method approach combining qualitative case analysis and quantitative risk assessment. Eighteen open water swimming events held between 2007 and 2026 were analyzed using official records, media reports, and safety guidelines. Risk factors were classified into environmental, participant-related, and operational categories, and analyzed through Failure Mode and Effects Analysis (FMEA), Bow-tie analysis, and the Haddon Matrix. The results showed that accidents in open water swimming events were caused by the interaction of multiple risk factors rather than a single factor. Insufficient rescue density presented the highest risk (RPN = 400), followed by adverse environmental conditions (RPN = 300) and mass-start congestion (RPN = 280). Operational failures, including unclear cancellation criteria, delayed decision-making, and communication breakdowns, were identified as major risk amplifiers. The study concludes that safety management in open water swimming events should shift from participant-centered approaches to a system-based organizational framework. Quantitative environmental thresholds, standardized rescue systems, integrated communication structures, and proactive operational management are essential for reducing risk and improving event safety.
