The purpose of this study was to identify the development factors of winter sports tourism in Liaoning Province, China, from the perspective of cultural-tourism integration and to propose development strategies by analyzing the relative importance and priorities among the factors. To achieve this purpose, a three-round Delphi survey was conducted with 15 experts in related fields, and the Analytic Hierarchy Process(AHP) was applied to the final factors derived from the Delphi analysis. The results of this study are as follows. First, the development factors of winter sports tourism in Liaoning Province from the perspective of cultural-tourism integration were classified into three upper-level factors, 14 middle-level factors, and 54 lower-level factors. The upper-level factors consisted of tourism status, perception level, and external environment. The middle-level factors included tourism behavior characteristics, consumption preference, tourism demand trends, decision-making methods, tourism activity types, tourist destination perception, tourism product perception, tourism information utilization, personal behavior characteristics, tourism product supply, tourism auxiliary services, tourism industry support, tourism brand expansion, and safety management system. Second, as a result of analyzing the priorities among all lower-level factors, resource attractiveness showed the highest priority. This was followed by tourism policy support, product diversification, wellness demand, industrial convergence support, transportation accessibility, immersive experience demand, consumption orientation, travel motivation, and risk prevention system.

본 연구는 문화관광 융합 관점에서 중국 랴오닝성 동계스포츠관광 발전요인을 도출하고, 요인 간 상대적 중요도와 우선순위를 분석함으로써 랴오닝성 동계스포츠관광의 발전 방안을 제시하는 데 목적이 있다. 이를 위해 관련 분야 전문가 15명을 대상으로 3차에 걸친 델파이 조사를 실시하였으며, 최종 도출된 요인을 바탕으로 계층화분석(AHP)을 적용하였다. 연구결과를 바탕으로 도출한 결론은 다음과 같다. 첫째, 문화관광 융합 관점에서 중국 랴오닝성 동계스포츠관광 발전요인은 상위계층 3개, 중위계층 14개, 하위계층 54개로 도출되었다. 상위계층은 관광현황, 인식수준, 외부환경으로 구성되었으며, 중위계층은 관광행동 특성, 소비선호도, 관광 수요 트렌드, 의사결정 방식, 관광활동 형태, 관광지 인식, 관광상품 인식, 관광정보 활용, 개인행동 특성, 관광상품 공급, 관광 부대서비스, 관광산업 지원, 관광브랜드 확장, 안전관리 체계로 나타났다. 둘째, 전체 하위요소 간 우선순위를 분석한 결과, 자원 흡인력이 가장 높은 우선순위로 나타났다. 다음으로 관광정책 지원, 제품 다각화, 웰니스 수요, 산업융합 지원, 교통 접근성, 몰입형 체험수요, 소비지향, 여행동기, 위험예방 체계 등이 주요 요인으로 도출되었다.
