Purpose: This study aimed to establish Korean national resilience model to strengthen national-level crisis management capabilities within the complex, interconnected, and simultaneous national crisis environment of modern society. Method: To this end, we analyzed resilience frameworks from international organizations and case studies from Taiwan and Finland to derive resilience components. We then conceptualized and systematized a Korean national resilience model composed of core and subcomponents, further incorporating Korea's unique crisis environment. Furthermore, the model's validity was verified through focus group interviews and content validity analysis by expert panels. Result: Through this process, Korea Octa Resilience-Plus International cooperation(KOR-PI) model was finalized, structured around 9 core components(infrastructure & services; politics & institutions; governance & government continuity; security & defense; economy & supply chains; environment, climate & disaster; people, society & health; digital, cyber & intelligence; international cooperation) and 29 subcomponents. Conclusion: This study holds academic, policy significance by theoretically examines the concept of national-level resilience and establishing a national resilience model suited to the Korean context, thereby presenting a policy framework for national crisis management.

연구목적: 본 연구는 현대 사회의 복합·연쇄·동시발생적 국가위기 환경 속에서 국가 차원의 위기관리 역량을 강화하기 위한 한국형 국가회복력 모형을 정립하는 데 목적을 두었다. 연구방법: 이를 위해 국제기구의 회복력 프레임워크 및 대만·핀란드 등 국가회복력 선진국들의 사례를 분석하여 국가회복력 구성요소를 도출하고, 한국적 위기환경을 추가로 반영하여 핵심요소와 세부요소로 구성된 한국형 국가회복력 모형을 개념화·체계화하였다. 또한 포커스그룹인터뷰(FGI)와 전문가패널 내용타당도 분석(IRA, CVR, CVI)을 통해 모형의 타당성을 검증하였다. 연구결과: 이 과정을 통해 9개 핵심요소(인프라·서비스, 정치·제도, 거버넌스·정부연속성, 안보·국방, 경제·공급망, 환경·기후·재난, 국민·사회·보건, 디지털·사이버·정보, 국제협력)와 29개의 세부요소로 구조화된 한국형 국가회복력(KOR-PI) 모형을 최종확정하였다. 결론: 본 연구는 국가 차원의 회복력 개념을 이론적으로 검토하여 한국적 상황에 부합하는 국가회복력 모형을 정립함으로써, 국가위기관리를 위한 정책틀을 제시하였다는 점에서 학술적·정책적 의의를 가진다.
