This paper employs qualitative indicators of climate technology patents to conduct a multidimensional assessment of national technological competitiveness and empirically examines their linkage to industrial foundations. Climate technology patents are identified using the IPC Green Inventory, and indicators including citation counts, generality, originality, and radicalness are calculated and analyzed. The results show that a substantial share of climate technology patents is held by firms in manufacturing sectors such as semiconductors, automobiles, and electrical/electronics. Core IPC classifications are closely connected to existing manufacturing processes and component technologies, indicating that climate technology exhibits a convergent character rooted in manufacturing advancement rather than constituting an independent industry. The qualitative analysis further reveals that the United States maintains an advantage across all indicators, whereas several countries display imbalanced competitiveness, highlighting structural differences in national innovation systems. This study contributes by integrating qualitative patent indicators with industrial foundations in the analysis of climate technology innovation and provides a basis for future comparative research linking national innovation structures with financial performance and network-based methodologies.

본 논문은 기후기술 특허의 질적 지표를 활용하여 국가별 기술 경쟁력을 다차원적으로 분석하고, 기후기술 혁신이 어떠한 산업적 기반과 연계되어 있는지를 실증적으로 검토한다. 이를 위해 IPC Green Inventory를 기반으로 기후기술 특허를 식별하고, 피인용도, 범용성, 독창성, 급진성 지표를 산출한 후 국가 및 출원인 단위로 집계･분석하였다. 분석 결과, 기후기술 특허는 반도체, 자동차, 전기･전자 등 전통 제조업 분야의 대기업을 중심으로 집중되어 있으며, 주요 IPC 분류 또한 기존 제조 공정 및 부품 기술과 밀접하게 연계되어 있는 것으로 나타났다. 이는 기후기술이 독립적인 산업 영역으로만 형성되기보다는 제조업 고도화 과정에서 창출･확산되는 융합적 성격을 지님을 시사한다. 질적 지표 분석에서는 미국이 다수의 지표에서 상위권을 유지하며 전반적으로 높은 경쟁력을 보였으나, 일부 지표에서는 스위스, 캐나다, 영국 등도 높은 수준을 기록하였다. 또한 국가별로 특정 지표에 편중된 경쟁력 구조가 나타나 기후기술 혁신의 방식이 국가별 산업 기반 및 기술 축적 경로에 따라 상이함을 확인하였다. 본 논문은 기후기술 경쟁력 및 산업 융합성 분석에서 질적 특허 지표와 산업 기반을 통합적으로 고려하였다는 점에서 의의가 있으며, 향후 재무성과 및 기술 네트워크 분석을 활용한 국가별 혁신 구조 연구의 기초 자료를 제공한다.
