This qualitative study examined the experiences of international students living in Chuncheon, Gangwon-do, in using Korean healthcare services, drawing on three core dimensions of People-Centered Care: voice, choice, and information sharing. In-depth interviews were conducted with 13 international students from diverse national backgrounds residing in Chuncheon, and the data were analyzed through thematic analysis informed by an abductive reasoning approach. The findings showed that, in international students’ medical experiences, voice was frequently suppressed into silence — driven by a speed-oriented clinical culture and language barriers — rather than being genuinely exercised due to a speed-oriented clinical culture and language barriers, limiting the reflection of patients’ personal contexts in care. Choice was restricted when religious and cultural backgrounds were not adequately considered, making it difficult for patients to select treatment consistent with their values. Insufficient information sharing also had the potential to undermine trust, treatment adherence, and patient safety. At the same time, international students were not merely passive recipients of care. They actively used digital devices, translation applications, and online communities to communicate with healthcare providers and manage the treatment process, demonstrating independent agency. These findings reveal that international students are not passive recipients of care; rather, they exercise meaningful agency by leveraging digital tools, translation applications, and peer networks to navigate structural barriers. This study concludes by proposing policy measures to strengthen the health rights of this population.

이 연구는 강원특별자치도 춘천시에 거주하는 외국인 유학생의 한국 의료서비스 이용 경험을 사람중심 보건의료의 요소인 의견 개진, 선택, 정보 공유를 중심으로 분석한질적 연구이다. 이를 위해 춘천에 거주하는 다양한 국적의 유학생 13명을 대상으로 심층 인터뷰를 수행하였으며, 수집된 자료는 가설추론적 접근에 따라 질적 주제 분석법에 기반하여 분석하였다. 연구 결과, 외국인 유학생의 의료 경험에서 ‘의견 개진’은 속도 중심의 진료 문화와 언어 제약에 대한 압박으로 자발적 침묵으로 전환되면서 환자의 맥락이 진료에 충분히 반영되지 못하게 하였다. ‘선택’은 문화·종교적 특수성이 고려되지 않을 때 제한되며, 환자는 자신의 가치에 부합하는 치료를 선택하는 데 어려움을느끼고 있었다. ‘정보 공유’의 부실은 신뢰 저하와 치료 순응, 환자안전에 부정적 영향을 미칠 가능성이 있었다. 그러나 외국인 유학생은 수동적인 수혜자에 머물지 않고, 디지털 기기와 번역 앱, 온라인 커뮤니티 등을 적극적으로 활용하여 의료진과 소통하고진료 과정을 조율하는 ‘주체적 행위자성’을 발휘하고 있었다. 연구 결과는 의료체계라는 경직된 구조 속에서도 외국인 유학생의 의료 경험은 주체성을 가지고 자신의 건강권을 수호하는 역동성을 보이고 있음을 드러내었다. 이러한 연구 결과를 바탕으로 유학생의 건강권 보장을 위한 정책적 개선 방안을 제언하였다.
