This study examines the key issues in the operational structure and implementation process of Korea’s international cultural exchange policy programs, focusing on diplomatic anniversary cultural events as a representative case. The study aims to identify structural limitations in the program and propose policy improvement measures. To this end, the study conducts a case analysis of the operational structure and implementation of the diplomatic anniversary cultural events and conducts in-depth interviews with two policy practitioners and eight experts in international cultural exchange. The findings reveal several structural challenges in three dimensions: policy planning, program implementation, and policy infrastructure. Based on these findings, the study proposes improvement measures such as establishing strategic country selection criteria and feasibility review procedures, strengthening program branding and sustainable exchange models, diversifying funding sources, and enhancing international cultural exchange archiving systems and overseas cultural hubs. This study contributes to the literature by empirically examining the operational structure of international cultural exchange policy programs and providing policy implications for improving their effectiveness.

본 연구는 한국 국제문화교류 정책사업의 대표적 사례인 ‘수교 기념 문화사업’을 중심으로 정책사업의 운영 구조와 실행 과정에서 나타나는 주요 쟁점을 분석하고 개선방안을 모색하는 것을 목적으로 한다. 이를 위해 수교 기념 문화사업의 운영 현황과 구조를 사례 분석하고, 사업 담당자 2인과 및 국제문화교류 전문가 8인의 인터뷰를 실시하였다. 연구 결과, 대상 사업은 정책 기획, 사업 실행, 정책 기반 측면에서 몇 가지 구조적 한계를 지니고 있는 것으로 나타났다. 이에 본 연구는 전략적 대상국 선정 기준 및타당성 검토 절차 마련, 일관된 사업 브랜딩 추진, 지속가능한 교류 모델 확대, 재원 다각화, 국제문화교류 아카이빙 구축, 해외 거점공간 역량 강화 등 8가지 개선과제를 제시하였다. 본 연구는 국제문화교류 정책사업의 운영 구조를 실증적으로 검토하고 정책적 시사점을 제시하였다는 점에서 의의를 지닌다.
