This study examines how Korean nationals abroad and overseas Koreans tended to be constructed as policy target groups in National Assembly discourse from 2020 to 2025, and analyzes how this construction was reconfigured before and after the establishment of the Overseas Koreans Agency in 2023. To this end, the study collected speech big data from the National Assembly Library and conducted semantic network analysis, period-based ego-network analysis, and CONCOR analysis. The findings show that Korean nationals abroad were associated with consular affairs, protection, safety, and voting, and were constructed as subjects of rights protection and administrative protection. In contrast, overseas Koreans were connected with projects, education, institutions, centers, and operations, and were constructed as subjects of organization and policy linkage. In addition, after 2023, Korean nationals abroad tended to be reconfigured as subjects of permanent protective administration, whereas overseas Koreans were increasingly reconfigured as subjects of operation and management centered on a dedicated administrative organization. This study suggests that the distinction between the two categories reflects not merely different labels, but different modes of state intervention.

본 연구는 2020∼2025년 국회 발언을 대상으로 재외국민과 재외동포가 국회 담론에서 어떠한 정책대상 범주로 구성되는지 비교하고, 2023년 재외동포청 출범 전후 그 재편 양상을 분석하였다. 이를 위해 국회도서관 발언 빅데이터를 수집하여 언어네트워크분석, 시기별 에고네트워크 분석, CONCOR 분석을 실시하였다. 분석 결과, 재외국민은 영사·보호·안전·투표와 결합하며 권리보장과 행정적 보호의 대상으로 구성된 반면, 재외동포는 사업·교육·기관·센터·운영과 연결되며 조직화와 정책 연계의 대상으로 구성되는 경향을 보였다. 또한 2023년 이후 재외국민은 상시적 보호 행정의 대상으로, 재외동포는 전담조직 중심의 운영·관리 대상으로 재편되는 경향이 확인되었다. 본 연구는 두 명칭의 사용 차이가 단순한 용어 선택을 넘어 국가의 상이한 개입 논리를 반영할가능성을 시사한다.
