글로벌 환경규제 강화에 따른 IT 수출 창업기업의 대응 전략 : 환경경영시스템과 전과정평가 결합을 중심으로
Strategic Responses of IT Export Startups to Strengthening Global Environmental Regulations : Integrating Environmental Management Systems and Life Cycle Assessment
This study examines the structural exposure of IT export startups to strengthening global environmental regulations, particularly the EU’s Carbon Border Adjustment Mechanism (CBAM) and Ecodesign for Sustainable Products Regulation (ESPR). As environmental data becomes a prerequisite for market access, even indirectly exposed firms within global supply chains face increasing information and verification requirements. Based on a regulation-centered analysis, this study proposes a stage-based integrated strategy combining Life Cycle Assessment (LCA) and Environmental Management Systems (EMS). The model links baseline data establishment, product-level quantification, and organizational integration to enable systematic regulatory response under resource constraints. The findings reposition environmental compliance from a reporting task to a strategic market access capability within entrepreneurship.

본 연구는 유럽연합(EU)의 탄소국경조정제도(CBAM)와 에코디자인 규정(ESPR) 시행에 따라 강화되는 글로벌 환경규제가 IT 수출 창업기업에 미치는 구조적 영향을 분석하였다. 환경 데이터가 시장 접근의 전제 조건 으로 전환됨에 따라, 직접 규제 대상이 아닌 기업이라 하더라도 글로벌 공급망을 통해 간접적 규제 노출 환경에 놓이게 된다. 이에 본 연구는 규정 중심 구조 분석을 바탕으로 전과정평가(LCA)와 환경경영시스템(EMS)을 결합 한 단계별 통합 대응 전략을 제시하였다. 제안된 전략은 기초 데이터 구축, 제품 단위 정량화, 조직 차원 통합 관 리의 세 단계로 구성되며, 자원 제약 하에서도 점진적으로 규제 대응 역량을 축적할 수 있는 구조를 제안한다. 본 연구는 환경규제 대응을 단순한 보고 의무가 아니라 시장 접근 역량의 문제로 재해석함으로써, 창업학 연구의 분 석 범위를 제도 환경 대응 차원으로 확장하였다는 점에서 의의를 가진다.

Ever since next generation convergence technology became one of the most important industries in the nation, computing professionals have encountered a growing number of challenges. Along with scholars and colleagues in related fields, they have gathered in avariety of forums and meetings over the last few decades to share their knowledge, experiences and the outcome of their research. These exchanges have led to the founding of the International Next-generation Convergence technology (INCA) on December 1, 2015. INCA was registered as an incorporated association under the Ministry of Information and Communications. The main purpose of the organization is to improve our society by achieving the highest capability possible in next generation convergence technology.
