[Purpose] This study explores stakeholders’ perceptions of the need, meaning, operational requirements, and city-level utilization related to constructing a football-specific stadium in Gangwon Province. [Methods] A literature review was conducted, and nine experts from Chuncheon, Wonju, and Gangneung—with over 15 years of experience in football administration or the sports industry— participated in two rounds of semi-structured interviews. Transcribed data were analyzed through coding and thematic categorization. [Results] Four themes emerged: locational factors (accessibility, transportation, residential proximity), operational factors (financial sustainability, budget overlap, management needs), social factors (resident acceptance, community sports, regional identity), and environmental/ESG factors (traffic, noise, eco-friendly design). [Conclusion] Results highlight that successful stadium development requires sustainable operations, community engagement, and environmentally responsible planning beyond mere facility construction.

[목적] 본 연구는 강원특별자치도 내 축구전용구장 건립과 관련하여 이해관계자들이 인식하는 필요성과 의미, 건립 및 운영 과정에서 요구되는 조건, 그리고 도시별 활용 가능성을 탐색적으로 분석하는 것을 목적으로 한다. [방법] 이 를 위해 문헌고찰을 통해 축구전용구장 및 유사 스포츠시설의 연구 동향을 검토하고, 춘천, 원주, 강릉의 축구 행정 및 산업 분야에서 15년 이상 종사한 전문가 9명을 연구 참여자로 선정하였다. 각 도시별로 3명씩, 총 2회에 걸친 반 구조화 심층 인터뷰를 실시하였다. [결과] 이해관계자 인식은 네 가지 요인으로 도출되었다. 입지적 요인에서는 수도 권 접근성, 교통망, 생활권 근접성이, 운영적 요인에서는 재정 지속성, 예산 중복, 전문운영체계와 비수기 대책이 주 요하게 나타났다. 사회적 요인에서는 주민 수용성, 생활체육 연계, 지역 정체성 강화가, 환경 및 ESG 요인에서는 교 통 혼잡, 소음, 친환경 설계, 에너지 효율화 등 지속가능성 확보가 중심으로 도출되었다. [결론] 강원도 내 축구전용 구장 건립은 단순한 경기장 확보를 넘어, 지역사회 참여와 민관 협력에 기반한 지속가능한 운영 전략, 그리고 환경적 책임을 결합할 때 성공 가능성이 높아질 수 있음을 확인하였다.
