[Purpose] The purpose of this study is to investigate the background of Jeju's Neok-dong-be-gi, which has been transformed into part of the gambling culture. [Method] Various literature data such as various academic papers and newspaper materials, police reports, and court rulings related to gambling and betting culture of Neok-dong-be-gi were reviewed, and the following conclusions were drawn as a result. [Result] First, Neok-dong-be-gi in the past was an important cultural heritage in Jeju society, forming a place where community rituals and entertainment intersect as part of sorcery and Gwen-dang (a traditional Jeju system of kin-based and neighborhood solidarity) culture, and reaffirming social ties and community identity through play. Second, in modern society, Jeju's Neok-dong-be-gi has grown from small-scale gambling by some gamblers to organized gambling involving gangsters for decades, losing its value as a traditional culture and failing to overcome the stigma of gambling play. [Conclusion] In Jeju society, there were repeated gambling incidents, accidents, and popular prejudices formed by them, which can be seen as the background behind the decline of Neok-dong-be-gi as a gambling gambling, and this is the background that Neok-dong-be-gi has not yet recovered its value as a traditional game.

[목적] 본 연구는 제주의 넉동베기가 사행성 문화의 일부로 변질되어 온 배경을 규명하기 위한 목적을 가지고 있다. [방법] 넉동베기의 도박, 내기 문화와 관련된 각종 학술논문 및 신문자료, 경찰보고서, 법원판결문 등 다양한 문헌자 료를 고찰하였으며 그 결과 다음과 같은 결론을 도출하였다. [결과] 첫째, 과거의 넉동베기는 제주 사회에서 주술과 궨당 문화의 일환으로서 공동체 의례와 오락이 교차하는 장을 형성하고 놀이를 통해 사회적 유대와 공동체의 정체성 이 재확인하는 중요한 문화적 유산이었다. 둘째, 현대 사회에서 제주의 넉동베기는 일부 노름꾼들의 소규모 노름에 서 조직 폭력배가 개입한 조직적 도박으로까지 수십 년간 행해지면서 전통문화로서의 가치를 상실하고 사행성 놀이 라는 오명을 극복하지 못하고 있다. [결론] 제주 사회에서 넉동베기가 사행성 도박으로 전락한 배경에는 반복된 도박 사건과 사고, 그로 인해 형성된 대중적 편견이 존재했고 이것이 현재에도 넉동베기가 전통놀이라는 가치를 회복하고 있지 못 한 있는 배경이라고 볼 수 있다.
