[Purpose] This study examines the operational status of the Jinju Sports Value Center, operated by the Korea Sports Promotion Foundation, and proposes a legal support framework for its efficient and sustainable operation. [Method] Policy documents and institutional reports were reviewed, and semi-structured interviews with operators and experts, along with a comparative analysis of relevant laws, were conducted. [Result] Key challenges identified include unstable budget structures, weak alignment between programs and educational goals, and limited collaboration with schools and local communities. Unlike youth training centers, which have statutory grounds for operational funding, sports value centers lack legal definitions and support provisions, posing risks for nationwide expansion. [Conclusion] Establishing a legal support framework—such as adding an operational support clause to the Sports Promotion Act—is essential for securing the centers’ public value and stable operation. Strengthening local governance, institutionalizing school-linked programs, and enhancing value-based content and instructor competency are also required for long-term sustainability.

[목적] 본 연구는 국민체육진흥공단에서 운영하는 진주스포츠가치센터를 사례로 공공주도로 조성 중인 스포츠가치 센터의 운영 실태를 분석하고, 효율적 운영을 위한 법적 지원체계 구축 방안을 제시하는 데 목적이 있다. [방법] 문체 부 및 국민체육진흥공단 자료와 관련 보고서를 바탕으로 문헌조사를 수행하고, 운영자·전문가 대상 반구조화 인터 뷰와 법령 분석을 통해 문제점과 개선 방향을 도출하였다. [결과] 분석결과, 예산 구조의 불안정성, 교육 목적과 연계 되지 않은 프로그램 구성, 학교 및 지역사회와의 연계 부족 등이 주요 문제로 나타났으며, 유사 공공시설인 청소년수 련시설에는 법령상 운영비 지원 근거가 명시되어 있는 반면, 스포츠가치센터에는 법적 정의와 운영지원 조항 모두 부재하여 향후 전국 확대 시 전국적 확산 시 운영 지속성이 확보되기 어렵다는 점이 확인되었다. [결론] 스포츠가치 센터의 공공성 확보와 안정적 운영을 위해서는 스포츠기본법에 운영 지원 조항을 신설하는 등 법적 지원 체계 마련 이 필요하다. 아울러 지역 거버넌스 체계 구축, 학교연계 프로그램 제도화, 가치 중심 교육 콘텐츠의 체계화 및 강사 전문성 확보 등을 통해 센터의 정책 실효성과 지속 가능성을 제고할 수 있을 것이다.
