East Asian nations (China, Japan, and South Korea) have developed their industries with both technological and educational advances. Japan was able to develop its industries followed by South Korea. Then, China has developed its industries since opening its market. All three nations were first licensed foreign technology innovations and standards in order to manufacture products. In this way, they could export those products as well as develop their home markets. After building production capabilities, they have been transforming into innovators and standard-setters. However, research on technology standardizations has been based on the European- and U.S.A-centered perspectives. This paper goes beyond the European- and U.S.A.-centered perspectives on technology standardizations, especially, in standardizing mobile communications technologies through a comparative analysis of EU, U.S.A., China, Japan, and Korea. Particularly, the contrasting developments among the three Asian nations reveal critical lessons for the limits of techno-nationalism, the pivotal role of well-timed alliances, and the indispensable shift from isolated domestic standardizations to active participation in international standard-setting organizations. The findings enrich standardization literature by highlighting how timing, alliance configuration, and varying balances between sovereignty and cooperation shape the acquisition and global impact of standardization capabilities in network industries. The findings provide a fresh and extensive perspective on researching technology standardizations.

동아시아 국가들(중국, 일본, 한국)은 교육과 기술개발을 통해 산업을 발전시켜 왔다. 동아시아의 산업 발전은 일본을 선두로 하여 한국이 뒤따랐으며, 중국은 시장 개방 이후 그 뒤를 따랐다. 이 세 국가는 산업화 초기에 외국의 혁신 기술과 표준에 따라 제품을 제조함으로써 수출을 시작하였고, 그에 따라 자연스럽게 자국 시장도 발전하였다. 생산 역량이 구축된 후에는 자국의 산업을 혁신 주체이자 표준 설정자로 전환시키기 위해 노력하였다. 기술 표준화에 대한 연구는 주로 유럽 및 미국 중심의 관점에서 연구되어 온 것이다. 본 논문은 이동통신 기술 표준화에 있어 유럽·미국 중심의 기존 관점을 넘어 동아시아 삼국의 사례를 유럽과 미국 사례와 비교 분석함으로써 종래의 유럽 및 미국 중심의 기술 표준화 관점을 확장하였다. 특히 동아시아 삼국 각자의 발전 과정은 기술 민족주의(technonationalism) 의 한계, 고립된 국내 표준화의 문제점을 보여주었다. 이는 국가 간 협력을 통해 국제 표준 제정 기구에 적극적으로 참여해야 한다는 것을 시사한다. 본 논문은 네트워크로 이루어진 디지털 환경에서 서로 엇갈리는 개별 국가의 주권 정립과 국가 간 협력 사이의 균형, 협력 타이밍 등이 어떻게 국제적 표준화의 역량을 쌓고 그 영향력을 형성할 수 있는지를 보여줌으로써 기술 표준화의 연구에 기여한다.
