Blue Carbon has become a globally mobilizing frame for climate‐oriented policy, education, and restoration. By contrast, freshwater inland wetlands have long been treated as “just wetlands,” lagging in protection, research attention, and investment. This paper formally introduces Teal Carbon into the Korean scholarly and policy lexicon and advances a reasoned projection—grounded in analogous cases—of how naming (branding) can shift practice. As demonstrated by Blue Carbon, a new label can (1) increase agenda visibility through incorporation into strategies and guidelines, (2) enable budget labeling and targeted investment across public and private finance, (3) drive diffusion of education and public understanding via curricula, exhibits, and media, and (4) catalyze the expansion of climate-related policy instruments. We argue that these branding effects are likely to propagate to inland wetlands in similar ways. To operationalize adoption, we propose four complementary lenses: diffusion of innovations (knowledge→persuasion→decision→implementation→confirmation), agenda-setting and framing (a Blue-Teal comparison schema), policy windows (timed to revision cycles), and institutional isomorphism (anchoring by lead organizations). We outline an implementation pathway in which early adoption by research institutions and consistent use of shared terms and schemas link conceptual structuring → program design → education/outreach. In conclusion, Teal Carbon does not add a new accounting category; rather, it provides a name and shared conceptual frame that makes inland wetlands legible, thereby increasing the speed and legitimacy of protection, restoration, and research investment. We offer a minimal, immediately applicable set of principles for near-term uptake within Korea’s water, wetland, and climate planning cycles.

Blue Carbon(블루카본)은 기후변화 대응을 목표로 한 정책과 교육, 복원사업을 전 세계적으로 움직이는 프레임이 되었다. 반면 내륙 담수습지는 독립된 명칭 없이 다뤄지며 보호, 연구, 투자의 우선순위에서 밀려왔다. 본 논문은 국제 문헌과 일부 정책 및 투자 자료에서 내륙 담수습지를 지칭하는 색 기반 용어로 사용되기 시작한 Teal Carbon(틸카본)을 한국의 학술적, 정책적 맥락에 정식 용어로 도입하고, 명명(브랜딩)이 가져올 변화를 Blue Carbon 선례에 근거하여 합리적으로 추정하였다. Blue Carbon의 경험에서 확인되었듯, 새로운 이름은 ① 전략과 지침 편입을 통한 정책 의제의 가시화, ② 예산, 민간기금의 재원 라벨링과 표적화, ③ 교육, 전시, 미디어를 통한 대중 인식 확산, ④ 기후 관련 정책의 확장을 촉발해 왔다. 우리는 이러한 브랜딩 효과가 내륙습지에도 유사한 메커니즘으로 작동할 수 있음을 논증하였다. 확산 방안으로 혁신확산(지식→설득→결정→실행→확인), 의제설정 및 프레이밍(Blue↔Teal 비교 도식), 다중흐름(정책 개정 주기), 제도적 동형화(선도 조직 활용)의 네 가지 틀을 제안하고, 같은 용어, 같은 도식의 반복을 통해 개념적 구조화 → 프로그램 설계 → 교육 및 홍보로 이어지는 실행 경로를 제시했다. 결론적으로 Teal Carbon은 새로운 습지 분류나 습지 탄소 회계 항목의 신설이 아니라, 내륙습지의 탄소를 보이게 하는 이름과 공통 개념틀을 제공하여 보호 및 복원과 연구 투자의 속도와 정당성을 높이는, 현장에서 바로 적용 가능한 최소 원칙을 제안한다.
