The study aims to derive core evaluation items for wetland ecosystem services that incorporating the RAMSAR guidelines with the endemic ecological, socio-economic characteristics of Korea wetlands. To identify evaluation items suitable for the management strategies and scientific knowledge on wetland ecosystems in Korea, we conducted a literature review in conjunction with keyword analysis of 205 action programs of the four consecutive National Wetland Conservation Plans to assess policy importance. Based on the literature review, candidate evaluation items were initially derived, and 95 tasks considered less relevant to wetland ecosystem services were excluded. The remaining 110 tasks were classified according to their correspondence with specific ecosystem service functions. Based on the 13 evaluation items identified from the literature review, five core items including biodiversity, recreation and tourism, habitat, climate regulation, and natural hazard regulation were proposed with policy-related issues. In particular, the policy keyword analysis revealed a high priority on biodiversity and recreation/tourism, and showed a gradual increase in ecosystem service-related programs over time. The findings of this study can be applied in valuation toolkit for wetland conservation and the policy design on wetland management strategies.

본 연구의 목적은 보편적인 국제표준을 준용하되 국내의 독특한 생태적, 사회·경제적 특성을 반영한 습지의 생태계서비스 평가항목을 도출하는데 있다. 습지 생태계의 기능과 가치, 국내 여건에 부합하는 항목 선정을 위해 문헌 고찰과 함께 지금까지 수립된 4차례 전국 단위의 국가습지보전기본계획에 포함된 205개 추진 과제를 대상으로 주제어 분석을 진행하였다. 생태계서비스와 관련성이 낮은 95개 과제를 제외한 110개 추진 과제를 생태계서비스 항목별 관련도에 따라 분류하였다. 문헌 고찰을 통해 추출한 13개 평가항목에 대한 분석 결과, 우리나라 습지의 생태계서비스는 생물다양성, 여가·관광, 서식처 제공, 온실가스 조절, 재해 조절 5개 핵심 항목으로 나타났다. 정책 주제어 분석에 따르면, 생물다양성 및 여가·관광에 대한 중요도가 높고, 과거에 비해 온실가스 조절 서비스와 관련된 내용이 점차 증가하는 것을 확인할 수 있다. 본 연구 결과는 향후 습지의 가치 평가 및 관리 도구를 설계할 때 생태계서비스 항목의 우선순위를 설정하는데 기여할 수 있을 것이다.
