This study analyzes the Ministry of Education’s 6th Five-Year Plan for the Advancement of Special Education (2023–2027) and the 2025 special education plans of three metropolitan and provincial offices of education in the Seoul metropolitan area. Using a multidimensional policy analysis model, it examines policy coherence and implementation between central and local levels. The analysis finds that both central and local actors share core orientations toward equity, inclusion, and personalized education, but the ways these values are operationalized differ according to local leadership and policy context. Differences are also observed in administrative structures, delivery systems, institutionalization of stakeholder participation, and levels of implementation. These findings indicate the need to strengthen vertical policy alignment while building regionally responsive implementation systems.

본 연구는 교육부가 수립한 ｢제6차 특수교육발전 5개년 계획(2023∼2027)｣과 수도권 3개 시·도교육청(서 울, 경기, 인천)의 ｢2025학년도 교육기본계획｣ 및 ｢2025학년도 특수교육 운영계획｣을 대상으로, 정책의 연계성과 실행 양상을 다차원 정책분석모형을 통해 분석했다. 분석틀은 규범적, 구조적, 구성적, 기술적 차원으로 구성되며, 이를 통해 중앙정부와 지방정부 간 특수교육정책의 가치 공유, 행정 조직 구조, 이해당사자 참여, 실행 전략의 차 이와 정합성을 종합적으로 고찰했다. 연구 결과, 중앙과 지방은 ‘형평성’, ‘포용성’, ‘맞춤형 교육’이라는 가치 지향 을 공유하나, 지역별 교육감 리더십과 정책 환경에 따라 구체화 방식은 상이했다. 아울러 행정조직과 전달체계는 각기 다른 구조적 특성을 보이며, 정책의 실행 수준과 참여 기반의 제도화 역시 교육청 간 차이를 나타냈다. 이러 한 결과는 중앙과 지방의 정책 정합성 제고 및 지역 맞춤형 실행체계 구축의 필요성을 시사한다.

    Ever since next generation convergence technology became one of the most important industries in the nation, computing professionals have encountered a growing number of challenges. Along with scholars and colleagues in related fields, they have gathered in avariety of forums and meetings over the last few decades to share their knowledge, experiences and the outcome of their research. These exchanges have led to the founding of the International Next-generation Convergence technology (INCA) on December 1, 2015. INCA was registered as an incorporated association under the Ministry of Information and Communications. The main purpose of the organization is to improve our society by achieving the highest capability possible in next generation convergence technology.
