The Presbyterian Church of Korea (PCK) General Assembly formally established the Asia Mission Presbytery on August 1, 2025, culminating a 17-year deliberative process initiated at the 93rd General Assembly in 2008. The establishment was necessitated by persistent structural challenges including property disputes within overseas Korean churches, denominational identity erosion, and inadequate administrative integration of missionaries. Through systematic analysis of Article 73, Paragraph 4 of the General Assembly Constitution and the Mission Presbytery Regulations, this study identifies the Mission Presbytery as a 'limited presbytery' operating under constitutional constraints regarding pastoral examinations, ordination authority, and General Assembly delegate representation. The Mission Presbytery seeks to provide systematic governance for overseas Korean churches, facilitate direct resolution of property conflicts, and operationalize diaspora mission strategies. However, the institution confronts significant challenges, including the redefinition of jurisdictional boundaries with the World Mission Department and the establishment of sustainable financial frameworks. This institutional development constitutes a pivotal transformation in Korean Protestant overseas mission policy and introduces a novel organizational paradigm adapted to twentyfirst- century global mission contexts.

대한예수교장로회(통합) 총회는 2008년 제93회 총회에서 선교노회 설립 논의를 시작한 이래 17년의 오랜 여정을 거쳐 2025년 8월 1일 아시아 선교노회를 공식 설립하였다. 본 연구는 선교노회 설립의 역사적 과정을 체계적으로 분석하고, 제도적 특징과 의의를 규명하였다. 선교노회 설립 의 배경에는 해외 한인 교회의 재산권 분쟁, 교단 정체성 유지 실패, 선교사들의 행정적 소속감 부족 등 구조적 문제들이 있었다. <총회헌법> 제73 조 4항과 <선교노회규칙> 분석을 통해 선교노회가 목사고시, 안수 권한과 총회 총대 파송권의 제약을 받는 제한적 노회임을 확인하였다. 선교노회는 해외 한인 교회의 체계적 관리, 재산권 분쟁의 직접적 해결, 디아스포라 선 교정책의 실현이라는 목적을 갖고 있으나, 총회 세계선교부와의 역할 재정 립, 재정적 안정성 확보, 헌법적 제약 해결 등의 과제를 안고 있다. 선교노회 설립은 한국 교회 해외 선교 정책의 전환점이자 21세기 글로벌 선교 환경에 적합한 새로운 패러다임 제시라고 평가한다.
