Purpose: The purpose of this study is to explore the difficulties and overcoming processes experienced by disaster safety workers performing disaster response tasks and to present directions for fostering disaster safety management experts. Method: As a research method of grounded theory of qualitative research, workers in the disaster safety field who performed COVID-19 disaster response work in domestic companies were selected by theoretical sampling, and basic data were collected through in-depth and online interviews. The collected data were analyzed according to the research method of grounded theory such as open coding, axis coding, and optional coding. Result: First, social disasters follow the model of “prevention–preparedness–protection–response–recovery.” Second, the experience of disaster response becomes a motivating factor for job satisfaction and growth of workers in the disaster safety field. Third, the safety culture of the organization is an important factor in performing the role of workers in the disaster safety field. Finally, active temperament and attitude are required for workers in the disaster safety field. As a result of open coding, a total of 70 concepts, 26 subcategories, and 10 categories were derived. Through axial coding, the central phenomenon identified was “Overcoming the lack of organizational understanding of disaster management through a sense of mission.” Furthermore, the selective coding revealed that the core category of this study was analyzed as “Establishing the foremost value of overcoming limitations without compromise.” Conclusion: Not only the individual's temperament and attitude, but also the organization's safety culture level further improved the professionalism of the person in charge of disaster safety. Therefore, in order to cultivate experts in the field of disaster safety, it is necessary to strengthen education and training for those in charge of safety and to improve the organization's safety culture.

연구목적: 본 연구의 목적은 재난대응 업무를 수행하는 재난안전분야 종사자들이 재난대응 과정에서 겪는 어려움과 극복 과정을 탐색하여 재난안전관리 전문가 육성을 위한 방향성을 제시하는 것이다. 연 구방법: 질적 연구의 근거이론(grounded theory) 연구 방법으로 국내 기업에서 코로나19 재난 대응 업무 를 수행했던 재난안전분야 종사자들을 이론적 표집에 의해 선정하고 심층 면담과 온라인 인터뷰를 통 해 기초자료를 수집하였다. 수집된 자료들을 개방 코딩, 축 코딩, 선택 코딩 등 근거이론의 연구 방법에 따라 분석하였다. 개방 코딩의 결과 70개의 개념, 26개의 하위범주와 10개의 범주를 도출하였다. 축 코 딩을 통해 도출한 중심 현상은 “재난관리에 대한 조직의 이해 부재를 사명감으로 이겨내기”로 나타났 다. 또한 선택 코딩의 결과 본 연구의 핵심 범주는 “한계를 극복하고 타협 불가한 제1의 가치로 자리 잡 기”로 분석되었다. 연구결과: 첫째, 사회재난은 “예방-대비-보호-대응-복구”의 모형을 따른다. 둘째, 재난대응 경험은 재난안전분야 종사자의 직무 만족과 성장을 위한 동기부여 요소가 된다. 셋째, 재난안전분야 종사자의 역할 수행에 조직의 안 전문화가 중요한 요소이다. 마지막으로 재난안전분야 종사자에게는 적극적인 기질과 태도가 필요하다. 결론: 재난안전분야 종사자의 전문 성 향상에는 개인의 기질과 태도뿐만 아니라 조직의 안전문화 수준 또한 필요함을 확인하였다. 따라서 재난안전 분야 전문가 양성을 위해서 는 종사자에 대한 교육 및 훈련을 강화하고, 조직의 안전문화 수준을 제고하기 위한 노력이 필수적이다.
