This study examined how the performance management system of family counseling services at family centers is implemented and identified institutional and operational factors needing improvement. In-depth interviews were conducted with 10 experts familiar with the Family Counseling Excellent Institution Certification System. The data were analyzed through transcription, coding, and categorization. The results showed that the Plan–Do–Check–Act (PDCA) cycle functioned only partially, emphasizing quantitative indicators while underrepresenting qualitative outcomes. Feedback and monitoring were formalistic, and unclear role divisions hindered cooperative governance. The studyʼs recommendations are to strengthen the legal foundation, establish standardized indicators, enhance counselor competencies, integrate publicness into evaluations, and develop continuous monitoring and collaboration systems.

본 연구는 가족센터 가족상담서비스의 성과관리 체계가 현장에서 어떻게 실행되고 있으며, 개선이 필요한 제도적·운영적 요인을 탐색하는 데 목적이 있다. 가족센터 및 가족상담 우수기관 인증사업의 이해도가 높은 전문가 10인을 대상으로 심층면접을 실시하고, 전사·코딩·범주화 과정을 통해 분석하였다. 연구결과, 가족센터 가족상담서비스의 성과관리는 계획 –수행–점검–환류의 PDCA 순환이 부분적으로만 작동하고 있었으며, 정량성과지표 중심이고 질적 성과가 잘 반영되지 못하고 있다. 또한 환류체계와 모니터링이 형식적으로 운영되어 개선의 연속성이 확보되지 못하고, 주체별 역할 분담의 불명확성으 로 협력적 거버넌스가 미흡하였다. 이에 따라 가족상담에 대한 법제적 기반 강화, 표준화된 성과지표체계 구축, 상담사 역량강화, 공공성 반영 성과평가, 상시 모니터링 및 협력체계 확립이 필요함을 제언하였다. 본 연구는 가족센터 가족상담서비 스의 성과관리를 공공성 실현의 제도적 기반으로 제시하였다는 점에서 학문적 의의를 갖는다.
