This study critically examines the limitations of profession for institutional household management(PIHM) qualifications and proposes directions for improvement. Although PIMH was institutionalized as a national private qualification in 2014, the number of recipients has steadily declined, weakening its effectiveness. To address this decline, the study analyzes private qualification data and related cases, and instead of merely revising the existing system, it recommends establishing a new qualification: the nonprofit organization management specialist. The proposed qualification introduces a structured curriculum that includes core courses in nonprofit organization management and leadership, user-centered courses, and management and practical subjects. It applies a two-tier certification system (Levels 1 and 2) to ensure stepwise professional competence. This study underscores the need to strengthen the validity of the PIHM system and presents a new framework for cultivating professionals specialized in nonprofit organization management.

본 연구는 공공가정관리사 자격의 발급 현황과 한계를 비판적으로 검토하고, 향후 개선방안을 제시하는 것을 목적으로 한다. 공공가정관리사는 2014년 국가등록 민간자격으로 제도화되었으나, 발급자 수가 지속적으로 감소하여 자격의 실효성이 약화되고 있다. 이에 본 연구는 민간자격 정보와 유사 자격 사례를 분석하여, 기존 자격의 단순 개정보다는 새로운 자격인 ʻ비영리조직경영사ʼ 신설을 제안하였다. 제안된 자격은 비영리조직 경영에 필요한 필수 교과목(비영리조직경영론, 리더십론) 과 이용자 특성 이해 과목, 경영·실무 과목 등으로 교육과정을 체계화하고, 1급과 2급의 등급화를 통해 전문성의 단계적 인증체계를 마련하였다. 본 연구는 공공가정관리사 제도의 실효성을 보완하고, 비영리조직 경영 전문인력 양성을 위한 새로운 자격 체계 구축의 방향성을 제시한다는 점에서 의의가 있다.
