In April 2021, the OSAC Fire and Explosion Subcommittee in the United States developed and published a strategic plan to improve fire and explosion investigation as a forensic science discipline entitled “Strengthening Fire and Explosion Investigation in the United States: A Strategic Vision for Moving Forward.” It examines in depth the past and present state of fire and explosion investigation in the United States and its relationship to the criminal justice system, and develops a comprehensive set of recommendations on how to improve current fire investigation practices. In this regard, it is believed that there is a need for research on future improvements to the domestic fire and explosion investigation system. This paper examines the first part of the report, discussing the need for integrated management of the US fire and explosion investigation community. Based on these findings, it identifies room for improvement within the domestic fire and explosion investigation community. Therefore, it is hoped that the proposed legal and institutional improvements will contribute to the progressive transformation of the domestic fire and explosion investigation community.

2021년 4월 미국의 OSAC 화재 및 폭발 분과위원회에서는 “화재 및 폭발 조사의 강화 : 전진을 위한 전략적 비전(Strengthening Fire and Explosion Investigation in the United States: A Strategic Vision for Moving Forward)” 이라는 제목의 법과학 분야 로서 화재 및 폭발 조사의 개선을 위한 전략적 계획을 수립 및 발표하였다. 이는 미국 내 화 재 및 폭발 조사의 과거 및 현재 상황과 사법 시스템과의 관계를 심층 조사하여 현행 화재 조사 관행의 개선 방법에 대한 포괄적인 일련의 권장 사항을 개발하였다. 이와 관련하여 국 내 화재 및 폭발 조사 시스템 또한 향후 개선에 관한 연구의 필요성이 있다고 본다. 본 논문 에서는 위 보고서의 내용 중 첫 번째 과제로 미국의 화재 및 폭발 조사 커뮤니티의 통합 관 리의 필요성 논의 부분을 검토한 후 그 시사점을 통해 국내 화재 및 폭발 조사 커뮤니티 또 한 개선의 여지가 있음을 확인하였다. 따라서 제시한 관련 법·제도적 개선 방안을 통해 국 내 화재 및 폭발 조사 커뮤니티의 발전적 변화에 도움이 되기를 기대한다.
