This study examines safety management gaps arising from the rapid spread of unstaffed sports facilities and proposes a policy design that is applicable in Korea. Semi-structured interviews were conducted with operators and policy–legal experts between January and March 2025. Verbatim transcripts were analyzed using qualitative content analysis and triangulated with statutes, administrative guidelines, and official statistics. Findings were organized into three categories and nine subcategories: operational limits, legal– institutional gaps, and improvement needs. On the operational side, recurring patterns included supervision voids and delayed responses during night or solo use, uneven user education, and weak routines for equipment inspection and record management. On the institutional side, the absence of a legal definition for unstaffed facilities, tensions with the existing “on-site staffing” premise, and unclear legal status of logs and evidence emerged as key bottlenecks. Based on this diagnosis, the study proposes a policy frame that sequences definition, obligations, periodic inspection and certification, and sanctions, together with core indicators and a phased implementation roadmap. The contribution lies in translating safety governance for unstaffed operations into an executable pipeline that aligns procedures, technical systems, and enforcement, thereby improving feasibility and public acceptability.

본 연구는 무인 체육시설의 확산에 따라 드러나는 안전관리 공백을 운영과 제도의 관점에서 구조적으로 규명하고 국내 적용 가능한 정책 설계를 제안하는 데 목적을 두었다. 2025년 1월부터 3월까지 운영자와 정책‧법제 전문가를 대상으 로 심층 면담을 실시하여 전사문을 질적 내용분석으로 해석하고, 법령과 행정지침, 공식 통계와의 교차검증을 통해 결과 의 신뢰도를 확보하였다. 분석 결과는 운영상 한계, 법 제도 공백, 개선 요구의 세 범주와 아홉 하위 범주로 정리되었다. 운영 현장에서는 야간과 단독 이용에서의 감독 공백과 지연 대응, 이용자 교육의 불균질, 설비 점검과 기록 관리의 불안정 이 확인되었고, 제도 측면에서는 무인 체육시설의 정의 부재, 상시 배치 전제와의 충돌, 로그와 증빙의 법적 지위 불명확이 핵심 병목으로 나타났다. 본 연구는 이러한 진단을 바탕으로 정의, 의무, 정기점검과 인증, 제재로 이어지는 정책 프레임을 제시하고 첫 응답 시간과 응급 연계 기준, 락인 방지, 자동심장충격기 가용성, 점검 이행률 등 핵심 지표와 단계별 이행 로드맵을 제안하였다. 이는 기존의 설비나 인력 중심 접근을 넘어 운영 절차, 기술 시스템, 규범과 집행을 일관된 파이프라 인으로 연결함으로써 현장 적용 가능성과 사회적 수용성을 동시에 높인다는 점에서 학문적‧실천적 의의를 가진다.
