This study aims to explore development strategies for the K League’s U-22 mandatory participation system. For this purpose, the youth player development systems of the English Premier League, Japan’s J.League, and Korea’s K League were selected as objects of comparison, and 79 relevant documents were collected and analyzed using a modified version of Bareday’s three-step comparative analysis method. The findings indicate that while the U-22 rule has expanded playing opportunities for young athletes, it has also led to unintended consequences such as abnormal substitution patterns, distorted league competitiveness, the weakening of university football, and a decline in overall performance levels. To address these issues, this study proposes revising the penalty system, introducing a homegrown player rule to strengthen youth development, and enhancing collaboration with university football programs. This study seeks to diagnose the problems of the current system and propose improvements, thereby contributing to the sustainable development of Korean football.

본 연구는 K리그의 U-22 의무출전제도 발전 방안을 탐색하는 데 목적이 있다. 잉글랜드 프리미어리그, 일본 J리 그, 한국 K리그의 유소년 선수 육성 제도를 비교 대상으로 삼고, 관련 자료 79편을 수집하여 Bareday의 3단계 비교분석 방법을 수정·적용하였다. 분석 결과, 해당 제도는 출전 기회 확대에 기여하였으나 비정상적인 교체 운영, 리그 내 경쟁 왜곡, 대학 축구 기반 약화, 경기력 저하 등의 부작용이 확인되었다. 이에 따라 K리그에는 패널티 방식 조정, 홈그로운 제도 도입, 대학과의 연계 강화가 필요한 것으로 나타났다. 본 연구는 제도의 문제를 진단하고 개선 방향을 제시함으로써 한국 축구의 지속 가능한 발전에 기여할 수 있을 것이다.
