This study proposes a Korean-style deterrence strategy against North Korea's advanced gray zone provocations. North Korea has developed various gray zone tactics including cyber attacks, maritime provocations, information and cognitive manipulation, and nuclear-cognitive warfare, revealing limitations in traditional deterrence. Based on analyzing North Korean provocation patterns and identifying current deterrence limitations, this study proposes a strategy founded on three principles: comprehensive resilience, tailored and proportional response, and proactive shaping and denial. Key components include strengthening deterrence by denial, calibrated deterrence by punishment, de-escalation and crisis management, and securing attribution capabilities. The study recommends establishing a whole-of-government coordination mechanism, investing in advanced capabilities, refining legal frameworks, while enhancing the ROK-US alliance through Nuclear Consultative Group utilization, deepened information sharing, and regular combined exercises to maintain stability on the Korean Peninsula.

본 연구는 북한의 고도화된 회색지대 도발에 대응하기 위한 한국형 억제 전략을 제시한다. 북한은 사이버 공 격, 해상 도발, 정보 및 인지 조작, 핵-인지 전쟁 등 다양한 회색지대 전술을 발전시키고 있으며, 이는 전통적 억제의 한계를 드러내고 있다. 연구는 북한의 도발 양상 분석과 현행 억제 태세의 한계 식별을 바탕으로 포괄적 회복력, 맞 춤형 및 비례적 대응, 선제적 형성 및 거부라는 세 가지 원칙의 억제 전략을 제안한다. 주요 구성 요소로는 거부 억 제 강화, 보정된 응징 억제, 확전 방지 및 위기 관리, 귀속 능력 확보를 포함한다. 범정부 통합 조정 기구 설립, 첨단 역량 투자, 법제도 정비와 함께 한미동맹 차원에서 핵협의그룹(NCG) 활용, 정보 공유 심화, 연합 대응 연습 정례화 를 통해 한반도의 안정에 기여할 수 있을 것이다.
