This study explores strategies for building social resilience against cognitive warfare, an emerging security threat. Cognitive warfare, which goes beyond information manipulation to directly target human cognitive processes and decision-making, has become increasingly dangerous with the development of digital technologies and the advent of hyperconnected societies. This research comparatively analyzes cognitive warfare patterns and resilience strategies in major international cases—the Russia-Ukraine war, Israel-Hamas conflict, and China-Taiwan relations—from institutional, social, and cultural dimensions. Through this analysis, the study evaluates South Korea's cognitive vulnerabilities, facing the dual challenge of North Korea's persistent psychological warfare and sophisticated cognitive threats from neighboring powers, and proposes resilience enhancement measures optimized for Korea's situation. The findings suggest that a "whole-of-society approach," where government, civil society, and platform companies organically collaborate, is essential for cognitive security.

본 연구는 새로운 안보 위협으로 부상한 인지전(Cognitive Warfare)에 대응하기 위한 사회적 회복탄력성 구 축 전략을 모색하였다. 인지전은 정보 조작을 넘어 인간의 인지과정과 의사결정을 직접 표적으로 삼는 새로운 형태의 위협으로, 디지털 기술 발전과 초연결 사회의 도래로 그 위험성이 증대되고 있다. 본 연구는 러시아-우크라이나 전쟁, 이스라엘-하마스 분쟁, 중국-대만 관계 등 주요 해외 사례에서 나타난 인지전 양상과 회복탄력성 전략을 제도적, 사 회적, 문화적 차원에서 비교 분석하였다. 이를 통해 북한의 지속적인 심리전과 주변국의 정교한 인지 위협이라는 이 중고에 직면한 한국의 인지적 취약성을 평가하고, 한국 상황에 최적화된 회복탄력성 강화방안을 제시하였다. 연구 결 과는 인지 안보를 위해서는, 정부와 시민사회, 플랫폼 기업이 유기적으로 협력하는 '사회 전체적 접근법'이 필수적임을 시사한다.
