Digital transformation, along with the adoption of cloud-native technologies and SaaS, has become a key strategy to enhance the flexibility of public services and drive innovation in the public sector. In particular, the integration of AI is maximizing efficiency in various areas, including public administration automation, predictive analytics, and personalized service delivery. The government is actively promoting the transition to cloud-native systems and SaaS adoption with the goal of implementing a digital platform government. This study empirically analyzes the key factors influencing the transition to cloud-native and SaaS systems in public institutions. The findings show that dissatisfaction with on-premises development systems has a limited impact on the intention to transition. Instead, the deterioration of cost-effectiveness and agility had a significant impact on transition intentions. Transitioning to a cloud-native SaaS environment is identified as a strategic enabler, contributing not only to cost efficiency but also to enhanced business agility and adaptability.. Additionally, the deterioration in service quality had an indirect effect on the transition intention, suggesting that the transition to SaaS models is closely linked to the improvement of service quality. The importance of technical support was highlighted as a crucial element for the success of the transition. Therefore, this study suggests that when public institutions pursue the transition to cloud-native-based SaaS, a strategic approach based on factors such as cost-effectiveness, agility, and technical support capabilities is essential for successful implementation.

디지털 전환과 클라우드 네이티브, SaaS 도입은 공공 서비스의 유연성을 증대시키고, 공공 부문 혁신을 촉진하는 핵심 전략으로 자리잡고 있다. 특히, AI와의 융합은 공공 행정의 자동화, 예측 분석, 개인 맞춤형 서비스 제공 등에서 효율성을 극대화하고 있다. 정부는 디지털 플랫폼 정부 구현을 목표로 클라우드 네이티브 전환과 SaaS 도입을 적극적으 로 추진하고 있다. 본 연구는 공공기관의 클라우드 네이티브 및 SaaS 전환을 위한 주요 요인들을 실증적으로 분석하였 다. 연구 결과, 온프라미스 개발구축형 시스템에 대한 불만족이 전환 의도에 미치는 영향은 제한적이었으며, 오히려 경제 성 저하와 기민성 저하가 전환 의도에 유의미한 영향을 미친 것으로 나타났다. 특히, 클라우드 네이티브 기반 SaaS로의 전환은 비용 절감뿐만 아니라 비즈니스 기민성 향상 측면에서도 중요한 요소로 부각되었다. 또한, 서비스 품질 저하가 전환 의도에 간접적인 영향을 미친 것으로 분석되었으며, 이는 SaaS 모델로의 전환이 서비스 품질 향상과 밀접하게 연관 되어 있음을 시사한다. 공공기관이 클라우드 네이티브 기반 SaaS로 전환을 추진할 때 기술 지원의 중요성이 강조되었으 며, 이는 전환 성공을 위한 핵심 요소로 확인되었다. 따라서 공공기관이 클라우드 네이티브 기반 SaaS로의 전환을 추진 할 때, 경제성, 기민성, 기술 지원 능력 등의 요소를 기반으로 한 전략적인 접근이 필수적임을 본 연구는 시사한다.
