The government actively promotes and supports innovative and challenging R&D projects to drive scientific and technological innovation. It has established and implemented policies to foster a culture of challenging research and development, such as encouraging creative research methodologies, focusing on selection and performance evaluation based on the impact of research, and stimulating the overall research ecosystem. In an era of rapidly changing industrial structures, leading innovation-driven growth and securing a competitive edge against major global economies require continuous government promotion and support of innovative and challenging R&D projects without the fear of failure. Accordingly, this study aims to enhance the effectiveness of managing innovative and challenging R&D projects by examining researchers' perceptions and understanding of the related systems and policies, specifically targeting researchers with experience in government-funded R&D projects. Based on these insights, the study seeks to propose institutional improvement measures suitable for managing such projects. The findings of this study can serve as foundational data for improving the legal and regulatory frameworks of government ministries and specialized research management institutions responsible for overseeing innovative and challenging R&D projects. Ultimately, these improvements are expected to maximize the performance of government R&D projects and expand researchers' autonomy in conducting their research activities.

정부는 과학기술혁신을 위하여 혁신적･도전적 R&D 과제를 적극적으로 촉진･지원하고 있으며, 창의적인 연구 수행방식의 장려, 연구의 파급효과를 중심으로 한 선정평가 및 성과평가 등 도전적 R&D 문화를 활성화하기 위한 시 책을 수립･시행하고 있다. 산업구조가 급격하게 변화하는 시대에 혁신성장을 선도하고, 세계 주요국들과의 경쟁에서 우위를 점하기 위해서는 실패를 두려워하지 않는 혁신적･도전적 R&D 과제에 대한 정부 차원의 촉진·지원은 지속되 어야 한다. 이에 본 연구는 혁신적･도전적 R&D 과제 관리 개선의 실행력 제고 방안으로, R&D 과제에 참여한 경험 이 있는 연구자를 대상으로 혁신적･도전적 R&D 제도와 정책에 대한 연구자의 이해 및 인식을 파악하고 이를 토대 로 혁신적･도전적 R&D 과제 관리에 적합한 제도개선 방안을 제시하고자 한다. 본 연구의 결과는 혁신적･도전적 R&D 과제 관리를 전담하는 부처 및 연구관리전문기관의 법제도 및 관리 규정 개선에 적용할 수 있는 방안을 마련 하는 데 기초자료로 활용될 수 있을 것이다. 이를 통해 정부의 R&D 과제 성과가 극대화되고, 연구자의 연구활동의 자율성이 확대되기를 기대한다.
