This study empirically investigates the factors influencing the adoption of blockchain technology in local governments’ welfare payment administration. Based on the Technology Acceptance Model (TAM), key variables such as trust, security, policy support, perceived usefulness, and perceived ease of use were analyzed. Regression results show that policy support and trust significantly influence adoption intention, with perceived usefulness serving as a key mediating factor. The findings offer empirical insights for digital innovation in welfare systems.

본 연구는 지방자치단체의 복지 급여 행정에서 블록체인 기술 도입의 수용 요인을 실증적으로 분석하였 다. 기술수용모델(TAM)을 기반으로 신뢰, 보안, 정책적 지원, 인지된 유용성 및 사용 용이성을 주요 변수로 설정 하고, 블록체인 수용의도에 영향을 미치는 요인을 검증하였다. 설문조사 및 회귀분석 결과, 정책적 지원과 신뢰가 수용의도에 가장 큰 영향을 미쳤으며, 인지된 유용성은 매개효과를 갖는 핵심 변수로 작용하였다. 본 연구는 복지 행정의 디지털 전환과 블록체인 기반 시스템 도입의 정책적 기반 마련에 실증적 근거를 제공한다.

    Ever since next generation convergence technology became one of the most important industries in the nation, computing professionals have encountered a growing number of challenges. Along with scholars and colleagues in related fields, they have gathered in avariety of forums and meetings over the last few decades to share their knowledge, experiences and the outcome of their research. These exchanges have led to the founding of the International Next-generation Convergence technology (INCA) on December 1, 2015. INCA was registered as an incorporated association under the Ministry of Information and Communications. The main purpose of the organization is to improve our society by achieving the highest capability possible in next generation convergence technology.
