The Discursive Position of Immigration Policy in Low Fertility Discourse : A Network Analysis of News Headlines

This study investigates the discursive and structural positioning of immigration policy within the discourse on low fertility in South Korea. Using news headline data from 2015 to 2024, the study applies frequency analysis, word cloud visualization, semantic network analysis, and CONCOR clustering. Results show that in articles addressing low fertility alone, the keyword “immigration” remains peripheral in both frequency and betweenness centrality. However, in articles combining “low fertility” and “immigration,” its centrality rises significantly, suggesting that immigration is increasingly framed as a potential policy solution. Nevertheless, its frequent co-occurrence with crisis- and conflict-related frames indicates persistent limitations in its broader social acceptance.

본 연구는 저출산 담론 내 이주정책의 언어적·구조적 위상을 분석하고자, 2015년부터 2024년까지의 언론 헤드라인 데이터를 바탕으로 빈도 분석, 워드 클라우드, 언어관계망 분석 및 CONCOR 군집 분석을 실시하였다. 분석 결과, ‘저출산’ 키워드 단독 기사군에서는 ‘Immigration(이민)’이 낮은 중심성과 빈도로 주변화된 반면, ‘저출 산+이민’ 기사군에서는 중심성 지표가 상승하며 구조적 중심에 편입되는 양상을 보였다. 이는 이민이 최근 저출산 해법으로 점차 수용되고 있음을 시사하지만, 여전히 위기·갈등 프레임과 결합되어 사회적 수용성의 한계 또한 함께 드러낸다.

The main purpose of the organization is to improve our society by achieving the highest capability possible in next generation convergence technology.
