Civic education has developed in the context of human history, because in order to sustain the state and solve the common problems of society, solutions must be sought in the political sphere. Therefore, the implementation of civic education by the state for the members of the social community is very important. In Germany, civic education has been practiced for the last four centuries, and institutional change has been going on for the last 400 years. Despite very different perspectives and definitions of the system, in practice, there has been a distinction between German civic education and its implementing organization, the Federal Agency for civic education, between a formalized image of the state (Staatsbild) and a mature image of the human person (Menschenbild). Furthermore, as the core organization of German civic education, the Federal Agency for civic education, which was established by decree of the Federal Ministry of the Interior (BMI), has been relatively stable over the past 70 years through a certain path and inertia. The aim of this study is to examine the organizational structure of the Federal Agency for civic education, a public institution. This paper will first provide a general overview and institutional background of political education in Germany, followed by an organizational analysis of the organizational legal status, an organizational analysis, and an analysis of the powers and responsibilities of the Federal Institute(Bundesanstalt) based on its organizational rules (Erlass). Finally, future directions for the redesign of the organization of the Federal Agency for Civic Education 70 years after its establishment will be discussed.

정치교육(politische Bildung)은 인류사의 맥락 속에서 발전해왔다. 왜냐하면, 국가를 존속시키고 사회의 공동문제를 해소하기 위하여 정치영역에서 그 해법을 모색해야 하기 때문이다. 따라서 국가에 의한 사회공동체의 구성원에 대한 정치교육의 실행은 매우 중요하다. 독일에서 정치교육은 지난 4세기 동안 지속되었으며, 제도변화도 지난 400년 동안 계속되었다. 제도에 대한 관점과 정의도 매우 상이하지만, 현실에 있어서 독일 정치교육과 그 실행기관인 연방정치교육원 간에는 공법형 국가의 국가상(Staatsbild)과 성숙한 인간상(Menschenbild)이 존재했다. 또한, 독일 정치교육의 핵심 조직인 연방정치교육원은 연방내무부(BMI)의 훈령으로 설립되었고 권리능력이 없는(nichtrechtsfähige) 영조물에 불과하지만, 지난 70여 년을 지나오면서 그동안의 일정한 경로와 관성(inertia)을 통해 비교적 안정적으로 운영되었다. 본 연구에서는 공공 영조물(Anstalt)인 독일 연방정치교육원을 조직학적으로 고찰하는 것을 목적으로 한다. 따라서 우선 독일 정치교육의 일반적 개요와 제도적 배경을 기술하고, 연방정치교육원의 조직법적 지위, 조직학적 분석 및 조직의 권한과 책임에 대하여 조직 규칙인 훈령(Erlass)을 근거로 분석하고자 한다. 마지막으로 조직설립이 70년이 지난 연방정치교육원 조직의 향후 재설계 방향에 대하여 논의될 것이다.
