This paper discusses the ethical dilemmas arising from AI’s role as an autonomous actor, extending beyond a mere tool across various domains such as politics, economics, society, and culture, from the perspective of Actor-Network Theory (ANT). To this end, the paper emphasizes that AI possesses the four fundamental elements of agency—autonomy, intention, effect, and responsibility—and analyzes the ethical issues associated with AI's role as an actor across these four areas. The analysis results are as follows. As a political actor, AI-generated political messages and legal testimonies can raise issues of bias, privacy, and accountability, necessitating an integrated judgment of responsibility within the political power structure of human society. As an economic actor, AI can exacerbate social inequality and economic polarization, requiring social infrastructure and retraining to address changes in the job ecosystem, while AI's ethical responsibility should be considered in terms of joint responsibility with humans. As a social actor, AI, as a means of surveillance and control, can restrict human rights and autonomy, underscoring the need for government-level control or governance systems to prevent misuse. As a cultural actor, AI can cause ethical issues such as information reliability, copyright infringement, and digital divide, potentially intensifying educational and social inequalities. This paper argues for the need to recognize AI as an autonomous actor in addressing the ethical issues that arise in a society where humans and AI coexist, aiming to derive implications for interdependence and shared responsibility between AI and humans based on ANT.

본고는 AI가 정치, 경제, 사회, 문화 등 다양한 영역에서 단순한 도구를 넘어 자율적 행위자로서의 작동함에 따라 발생하는 윤리적 딜레마를 행위자-망이론의 관점에서 논 의하고자 하였다. 이를 위해 본고는 AI가 행위자성의 기본 요소—자율성, 의도성, 효과 성, 책무성— 네 가지를 갖추고 있음을 강조하고, 행위자로서의 AI로 인해 정치, 경제, 사회, 문화의 네 영역에서 발생하는 AI와 관련된 윤리적 문제를 분석하였다. 분석 결 과, 정치적 행위자로서 AI가 생성하는 정치적 메시지와 법적 증언은 편향, 개인정보 보 호, 책무성 등의 문제를 유발할 수 있기 때문에, AI의 판단과 행위에 대한 책임 소재를 인간 사회의 정치적 권력 구조 속에서 통합적으로 판단할 필요가 있다. AI는 경제적 행 위자로서 사회적 불평등과 경제적 양극화를 심화시킬 수 있기 때문에, 직업 생태계 변 화에 대응하는 사회적 인프라와 재교육이 필요하며, 그에 대한 AI의 윤리적 책임도 인 간과 공동책임의 차원에서 논의되어야 한다. 사회적 행위자로서 AI는 다양한 감시와 통제의 수단으로써 인권과 자율성을 제한할 수 있기 때문에, AI의 오남용에 대한 정부 차원의 통제나 거버넌스 체계가 필요할 것이다. 문화적 행위자로서 AI는 정보 신뢰성, 저작권, 디지털 격차 등 윤리적 문제를 일으킬 수 있고, 디지털 격차와 같은 교육 및 사 회적 불평등을 심화시킬 위험성이 있다. 본고는 인간과 AI가 공존하는 사회에서 발생 할 윤리적 문제를 해결하기 위해 AI를 자율적 행위자로 인식할 필요성을 제기하며, 이 를 통해 행위자-망 이론에 기반한 AI와 인간 간 상호의존성과 공동책임의 함의를 도출 하고자 한다.
