Among our old sayings, there is a proverb that says, “Send people to Seoul and horses to Jeju Island.” This can be said to mean that the Korean Peninsula is developing around its capital, Seoul. Although there are some differences, the problem of imbalance between the capital and local areas is a problem that is commonly experienced by North and South Korea. Accordingly, North Korea also began to legislate for local development in earnest, and it can be said that the beginning was the enactment of the “City and County Development Law” For this reason, this study would like to introduce the system of the “City and County Development Law” enacted in North Korea in 2021. North Korea's “City and County Development Act” is significant in that it codifies and legislates local development policies that have been announced every year with the launch of Kim Jong-un's third term in power. The law, which consists of a total of 5 chapters and 97 articles, includes the basics of city and county development laws, economic development outlook goals and plans, local economic development, local cultural development, and guidance and national support for cities and counties. There is a trend leading to the establishment of realistic policies.

우리의 옛말 중에 《사람은 서울로 말은 제주도로 보내라》라는 속담이 있다. 한반도는 수도 서울 중심으로 발 전함을 드러내는 의미라고 할 수 있을 것이다. 다소 차이는 있으나 수도-지방의 불균형 문제는 남북한 공통적으로 경 험하는 문제이다. 이에 북한에서도 지방발전을 위한 법제화에 본격 나섰으며, 그 시작이 되는 것이 바로 《시, 군발전 법》의 제정이라고 할 수 있다. 이에 본 연구에서는 2021년 북한에서 제정된 《시, 군발전법》의 제도를 소개하고자 한다. 해당 법률의 제정 배경과 주요 내용, 제정 이후 법의 적용을 정리하는 것에 연구 목적이 있다. 북한의 《시, 군 발전법》은 김정은 집권 3기의 출범과 함께 매년 발표해왔던 지방발전 정책을 명문화하고, 법률화한 것으로써 의미를 가진다. 총 5개장 97조로 구성된 해당 법률에서는 시,군발전법의 기본과 경제발전전망목표와 계획, 지방경제발전, 지 방문화발전, 시, 군에 대한 지도와 국가적 지원의 내용을 포함하고 있으며, 관련 법률에 따라 현실 정책 수립으로 이 어지는 추세에 있다.
