- The warfare of the 21st century has expanded to focus on cognitive warfare, which centers on psychological and informational attacks. Cognitive warfare is a strategic tool aimed at disrupting the psychological state and decision-making process of adversaries, thereby achieving victory with minimal physical conflict. The main objectives are: first, to induce confusion by hindering the judgment and decision-making abilities of policymakers and command leadership; second, to lead to psychological turmoil among the adversary’s citizens and military, thereby weakening their will to fight; and third, to instigate social unrest and internal conflicts, destabilizing the adversary. In response to the asymmetric power and cyber psychological warfare of our direct threat, North Korea, the Korean military's cognitive warfare strategy can be proposed through three strategic components. First, there is a need for a strengthened information and cyber warfare response system, along with a prediction and response system that leverages AI and big data. Additionally, securing strategic and tactical superiority can be achieved by inducing internal disorder within North Korea and establishing a rapid response system to counter disinformation.

- 21세기 전쟁은 심리적, 정보적 공격을 중심으로 한 인지전으로 확장되고 있다. 인지전은 적의 심리 상태와 의 사결정 과정을 교란해 물리적 충돌을 최소화하며 승리를 도모하는 전략적 수단이다. 주요 목표는 첫째, 정책 결정자 와 지휘부의 판단력과 의사결정을 방해해 혼란을 유발하는 것이다. 둘째, 적국 국민과 군의 심리적 혼란을 유도해 전 투 의지를 약화시키고, 셋째, 사회 불안과 내분을 조성해 적국의 안정을 해치는 것이다. 우리의 직접적 위협인 북한의 비대칭 전력과 사이버 심리전에 대응하기 위해 한국군의 인지전 전략을 전략의 3요소로 제시하였다. 우선, 정보전·사 이버전 대응 체계 강화와 AI·빅데이터를 활용한 예측 및 대응 시스템이 필요하다. 또한, 북한 내부 혼란을 유도하고 가짜 뉴스에 신속히 대응하는 체계를 통해 전략·전술적 우위를 확보해야 한다.
