This study analyzed the local audit committee system in terms of independence, expertise, and effectiveness, and derived an implication for the local era’s audit system. For the analysis, a case study was conducted on 10 metropolitan audit committees. Research findings showed that most committees strengthened the method of appointing audit committee’s members/chairmen for independence, but some organizations had insufficient regulations on personnel and budget independence. There were limited systems in place to build up the expertise of auditors. Audit results were rarely reported to local council, and the scope of disclosure of audit reports varied across organizations. Based on this findings, it is necessary to establish regulations to enhance the independence, expertise, and effectiveness of the audit committee, and to build a collaborative relationship between local governments, the central government and the Suprem Audit Insititution(BAI).

본 연구는 최근 증가하고 있는 지방 감사위원회 제도에 대해 독립성, 전문성 및 실효성 측면에서 분석하고, 향후 지방시대 이행에 적합한 감사제도 운영 방안을 도출하는 것을 목적으로 하였다. 이에 선행연구를 통해 도출된 분석기준을 바탕으로 10개 광역자치단체에 대한 사례분석을 하였다. 분석 결과, 독립성 측면에서 다수 기관이 감사위원(장)의 선임에 지방의회 참여 등을 활용하고 있었으나, 일부 기관은 인사 및 예산 독립성 규정이 미 비하였다. 감사담당자의 전문성 확보를 위해 감사직렬/감사직류를 도입하는 기관은 많지 않으며, 감사담당자의 전 보 기간 등을 볼 때 감사 전문성 축적이 어려울 가능성도 제기되었다. 실효성 측면에서 감사 결과를 의회에 보고 하는 경우는 거의 없었으며, 감사결과보고서는 홈페이지 등에서 공개하고 있으나 공개 수준은 기관별로 차이가 있 었다. 연구 결과를 바탕으로 감사위원회의 독립성, 전문성, 실효성을 높이기 위해 관련 규정을 보완하고 지속적으 로 운영 실태를 점검하는 등의 노력이 필요하며, 더불어 지방정부, 중앙정부 및 최고감사기구인 감사원 간 구체적 인 제도개선 논의와 협력․지원이 중요함을 제시하였다.
