The proportion of railway accidents caused by human error has been increasing recently. Railway accidents can be divided into technical factors and human factors, and it has been found that 48.7% of railway accidents in the past five years were due to human error. Despite various efforts by the government to reduce human error, such as strengthening employee competencies and enhancing safety equipment, accidents caused by human error continue to rise. In response, the government has developed job suitability assessment equipment using the latest IT technology to be introduced into railway sites. However, some railway workers have refused to use or do not utilize this equipment. This study aims to analyze the causes and management strategies of such user resistance and evaluate how this resistance impacts the reduction of human error, ultimately proposing ways to support the effective use of the equipment. To achieve the research objectives, we first conducted a comprehensive review of previous studies on user resistance and job suitability assessments. Based on this review, an empirical analysis was conducted to determine the causes of user resistance, explore management strategies, and examine how these factors influence the reduction of human error. The analysis revealed that among the characteristics of the job suitability assessment equipment, usability has a negative impact on user resistance, while equipment complexity, perceived job threats, and task complexity have positive impacts, increasing user resistance. Additionally, the analysis of expectations for reducing human error showed that only avoidance of use, a sub-variable of user resistance, has a significant negative effect on these expectations. The results of this study provide important insights for railway operators and related organizations regarding the factors influencing user resistance to human error data collection and eval-uation devices, as well as effective management strategies. This information can help railway operators effectively utilize new technologies and equipment to prevent railway accidents caused by human error. Furthermore, this study offers important implications for future research on human error prevention and is expected to serve as a foundational resource for improving railway safety.

최근 철도사고 중 인적 오류에 의한 사고 비율이 증가하고 있다. 철도사고의 원인은 기술적 요인과 인적 요인으로 나눌 수 있으며, 최근 5년간 발생한 철도사고의 48.7%가 인적 오류로 인해 발생 한 것으로 조사되었다. 정부는 이러한 인적 오류를 줄이기 위해 종사원의 역량 강화와 안전 설비 보강 등 다양한 노력을 기울였으나, 인적 오류에 의한 사고는 여전히 증가하고 있다. 이에 정부는 최신 IT 기술을 활용한 업무적합도 측정장비를 개발하여 철도현장에 도입하려 하고 있지만, 일부 철도종사원들 이 장비 사용을 거부하거나 활용하지 않는 경우가 발생하고 있다. 본 연구는 이러한 사용자 저항의 원 인과 관리 방안을 분석하고, 이 저항이 인적 오류 감소에 미치는 영향을 평가하여, 장비의 효과적 활용 을 지원하는 방안을 제시하는 것을 목표로 하고 있다. 연구 목적을 달성하기 위해 우선 사용자 저항과 업무적합도 평가에 관한 선행연구를 종합적으로 검 토하였다. 이를 바탕으로 사용자 저항의 원인과 관리방안, 그리고 이러한 요인들이 인적 오류 저감에 어떤 영향을 미치는지에 대한 실증적 분석을 수행했다. 분석 결과, 업무적합도 측정장비의 특성 중 유 용성은 사용자 저항을 감소시키는 부정적 영향을 미치는 반면, 설비의 복잡성, 직무에 대한 위협, 업무 의 복잡성 등은 사용자 저항을 증가시키는 긍정적 영향을 미치는 것으로 나타났다. 더불어, 인적 오류저감 기대감에 관한 분석에서는 사용자 저항의 하위 변수 중 사용 회피만이 인적 오류 저감 기대감에 유의미한 부정적 영향을 미치는 것으로 확인되었다. 본 연구의 결과는 철도 운영사와 관련 기관들에게 인적 오류 데이터 수집 및 평가 장치에 대한 사용자 저항의 영향요인과 그에 대한 효과적인 관리방안에 관한 중요한 정보를 제공한다. 이를 통해 철도 운영사들이 새로운 기술과 장비를 효과적으로 활용하여 인적 오류에 의한 철도사고를 예방하는 데 기여할 수 있을 것이다. 또한, 이 연구는 앞으로 인적 오류 예방과 관련된 추가 연구에 중요한 시사점을 제공하여, 철도 안전성을 높이는 데 중요한 기초 자료로 활용될 수 있을 것으로 기대한다.
