The rapid advancement of drone technology, central to the Fourth Industrial Revolution, has transformed its applications from military use to diverse fields such as recreation, industry, and public services. Despite its benefits, issues such as privacy violations, noise pollution, and security threats have emerged, underscoring the need for comprehensive anti-drone systems. This study systematically reviews domestic and international literature on anti-drone technology from 2017 to 2024, with a focus on detecting and neutralizing illicit drone activities in critical infrastructure, public spaces, and residential areas. The research adopts an integrative literature review methodology, analyzing trends, thematic developments, and strategic responses. Findings reveal that anti-drone research in The Republic of Korea has predominantly focused on legal and technical improvements, with 44% of studies addressing institutional frameworks such as amendments to the Radio Waves Act and the Aviation Safety Act. Technological advancements include physical neutralization methods (e.g., laser systems and net capture) and electronic countermeasures (e.g., radio frequency jamming and GPS spoofing). Despite these developments, practical applications and field validation remain limited. This study highlights the strategic importance of enhancing anti-drone capabilities by addressing gaps in legal frameworks, advancing field testing, and fostering public acceptance. Furthermore, international cooperation and collaboration among private, public, and defense sectors are emphasized as pivotal for effective technology development and deployment. By proposing actionable strategies for integrating anti-drone systems across public and private domains, this research aims to contribute to a safer societal environment and establish a robust foundation for future innovations.

드론 기술은 4차 산업혁명의 핵심으로 자리 잡으며 군사적 활용을 넘어 취미, 산업, 공공 서비스 등 다양한 분야에서 활용되고 있다. 그러나 사생활 침해, 소음 공해, 보안 위협 등의 문제도 함께 대두되며, 국가 중요시설과 공공장소, 민간 영역에서 불법 드론을 효과적으로 탐지하고 무력화할 수 있는 안티드론 시스템의 필요성이 강조되고 있다. 이 연구는 2017년 부터 2024년까지 발표된 국내외 문헌을 대상으로 안티드론 기술과 제도적 대응 방안을 체계적으로 고찰하였다. 이 연구는 통합적 문헌고찰 방법론을 통해 연구 동향, 주요 주제, 기술적·제도적 대응 방안을 분석하였다. 그 결과, 국내 안티드론 연구는 제도적 개선과 기 술적 발전에 중점을 두고 있으며, 연구의 44%가 법적 기반 마련과 기술적 대응 체계 구축 을 다룬 개선 연구로 나타났다. 주요 기술로는 물리적 무력화(예: 레이저 시스템, 그물포획) 와 전자적 무력화(예: 전파 방해, GPS 교란)가 포함되었으며, 민간 피해를 최소화하고 공공 안전을 보장하는 방안이 주목받았다. 그러나 현장 실증 연구와 적용 가능한 실무 연구는 부족한 상황이다. 이 연구에서는 안티드론 기술의 법적·제도적 기반 강화, 현장 검증 연구 확대, 사회적 수용성 증진, 국내외 협력 강화 등의 필요성을 제시하며, 민간과 공공 영역에 서 안티드론 시스템의 실질적 적용을 위한 전략을 제안한다. 이를 통해 안전한 사회 환경 조성과 기술 활용의 긍정적 효과를 극대화하는 데 기여하고자 한다.
