Recently, Korea has shown the world’s lowest total fertility rate (0.72 people) in 2023 due to the acceleration of the low birth rate and population decline. The problem of reducing military service resources due to low birth rate and population decline is a problem that directly affects the maintenance of national security in the Republic of Korea, and the study was designed on the topic of how to input private security personnel to the military boundary system, which is an essential and military-intensive mission in the military and a military-intensive mission, amid various countermeasures. The similarity between the results of the interview and the results of previous studies is that practical alternatives are needed due to the military-related phenomenon in the decrease in military service resources, and a number of opinions on “expanding civilian manpower” were presented. During the interview, we received a positive opinion from the interviewees that the expansion of civilian manpower is urgently needed as an alternative to the operation of the military boundary system, which is a representative military-intensive task, and that this will overcome some practical difficulties in the operation of the unit. At this point, when military service resources are reduced and the problem of maintaining national security is recognized, I believe that the plan to input private security personnel to the military boundary system is a practical and practical alternative to the operation of the military boundary system. In addition, it opens up the possibility of privatization for the introduction of private security personnel in the defense sector in the future and is expected to contribute slightly to the growth and development of the private security industry.

최근 우리나라는 저출산·인구감소의 가속화로 2023년 기준 세계 최저수준의 합계출산률 (0.72명)을 보이고 있다. 저출산·인구감소에 의한 병역자원 감소 문제는 대한민국 국가안보 유지에 직접적인 영향을 미치는 문제로, 다양한 대응책이 제시되는 가운데 군의 전·평시 필수 임무이자, 병력집약형 임무인 군 경계체계에 대한 민간경비인력 투입방안에 대한 주 제로 연구를 설계하였다. 인터뷰 분석결과와 선행연구 분석결과의 유사점으로는 병역자원 감소에서 나타나는 군 관련 현상으로 인해 실질적인 대안이 필요하며, ‘민간인력 확대’에 대한 다수의 의견이 제 시되었다는 것이다. 인터뷰를 진행하는 동안 인터뷰 대상자들로부터 대표적인 병력집약형 임무라 할 수 있는 군 경계체계 운영에 대한 시스템 개선 및 대안으로 민간인력 확대가 절실하며, 이로 인해 부대운영에 현실적 어려움을 조금이나마 극복할 수 있을 거라는 긍정 적 의견을 접할 수 있었다. 병역자원이 감소하여 국가안보 유지에 대한 문제를 인식하고 있는 현 시점에서의 군 경계체계에 대한 민간경비인력 투입방안은 군 경계시스템 운영에 있어 현실적이고 실질적 대안이라 생각한다. 더불어 향후 국방분야에 대한 민간경비인력 도입을 위한 민영화의 가 능성을 열어주며, 민간경비 산업 성장과 발전에 조금이나마 기여할 수 있기를 기대해본다.
