This paper aims to develop and propose a cooperation model between the Korean National Police Agency and support agencies, including public health authorities, based on the principles outlined in the Joint Criminal and Epidemiological Investigations Handbook, jointly published by the FBI and the CDC. The collaboration between law enforcement and public health agencies is essential for responding to large-scale public health disasters and bioterrorism. Considering the characteristics of the Korean police force, legal frameworks, and public health system, this study suggests a model that strengthens information sharing, initial response coordination, and optimizes joint investigation procedures. Through this model, the Korean police and public health authorities will be able to collaborate more effectively during crises, protecting public safety and preventing the spread of threats. The research methodology involves analyzing U.S. guidelines and adapting them to Korea’s counter-terrorism and disease response policies. Additionally, the current response systems in Korea will be evaluated to identify areas for improved cooperation.

본 논문은 미국 연방수사국(FBI)과 질병통제예방센터(CDC)가 공동으로 발간한 Joint Criminal and Epidemiological Investigations Handbook의 원칙을 바탕으로, 한국 경찰과 공 중보건 등 지원기관 간의 협력 모델을 개발하고 적용 방안을 제시한다. 대규모 감염병 재 난 및 생물학 테러에 대한 대응에서 법 집행기관과 보건 당국의 협력이 필수적이다. 본 연구는 한국 경찰 조직의 특성, 법적 제도, 공중보건 시스템을 고려하여, 정보 공유 및 초기 대응을 강화하고 공동 조사 절차를 최적화할 수 있는 협력 모델을 제안한다. 이를 통해 한국 경찰과 공중보건기관이 재난 상황에서 긴밀히 협력하여 공공안전을 보호하고, 위협 확산을 방지하는 데 기여할 수 있을 것이다. 연구 방법으로는 미국의 지침을 분석하고, 이 를 한국의 대테러 및 감염병 대응 정책에 맞춰 적용할 수 있는 방안을 논의한다. 또한, 한국 내 기존 대응 체계를 평가하여 협력 개선점을 도출할 것이다.
