Intimate partner violence(IPV) poses a severe threat to the physical and psychological safety of victims, leading to long-term suffering and significant social costs. Based on the severity and current status of IPV in Korea, this study focuses on the collaboration between police and private organizations by analyzing operational outcomes of pilot private security support program launched in 2023 to victim protection systems and comparing international practices in addressing IPV. The pilot program demonstrated its practical and effective roles in securing the physical and psychological safety of victims, however, lack of preventive approaches, restricted service duration, insufficient cooperation system between public and private security services emerged as challenges. To address these issues, preventive strategies such as establishing exclusion zones, employing geo-fencing technology, introducing personalized pre-incident risk assessment systems are suggested. In conclusion, this research discusses the potential of private security support program as an effective and sustainable protection framework for addressing IPV. In addition, it recommends enhancing preventive measures and systematically integrating public-private partnerships to ensure the sustainability and efficacy of victim protection systems.

교제폭력은 피해자의 신체적·심리적 안전을 심각하게 위협하며, 장기적인 고통과 사회 적 비용을 초래하는 중대한 사회 문제로 부각되고 있다. 본 연구는 한국 교제폭력 문제의 심각성과 현황을 바탕으로, 2023년 시범 운영된 교제폭력 피해자 보호를 위한 민간 경호 지원 사업의 운영 실태를 분석하고, 해외 교제폭력 대응 사례와의 비교를 통해 경찰과 민 간의 협력 방안을 심층적으로 탐구하였다. 시범 운영 결과, 민간 경호 지원 사업은 피해자 의 물리적·심리적 안전을 확보하는 데 실질적이고 효과적인 역할을 수행한 것으로 평가되 었으나, 예방적 접근의 부족, 경호 기간의 제한성, 공공기관과 민간경비 간 협력 체계의 미흡 등 여전히 해결해야 할 과제가 도출되었다. 이러한 한계를 극복하기 위해 본 연구는 안전 구역 설정, Geo-fencing 기술, 피해자 맞춤형 사전 위험 평가 시스템 도입 등 예방적 중심의 접근 방안을 제시하였다. 결론적으로, 본 연구는 민간 경호 지원 사업이 교제폭력 문제 해결을 위한 효과적이고 지속 가능한 보호 체계로 자리 잡을 가능성을 논의하였고, 공공기관과 민간의 협력 방안을 통해 피해자 보호 체계의 지속 가능성과 실효성을 제고할 수 있음을 제언한다.
