This study derived factors for activating elite boxing through a Delphi survey targeting a group of experts.. For this purpose, a group of experts was selected, including a professor specializing in boxing, a boxing association official, a boxing coach, and a permanent boxing referee. The Delphi survey was conducted in three rounds and the following conclusions were reached. First, the intermediate factors for activating elite boxing were found to be player expansion, efficient financial management, establishment of an association system, strengthening of the referee system, and establishment of boxing facilities. Second, the sub-factors for activating elite boxing were found to be the establishment of a boxing federation, operation of a program linked to the Office of Education, operation of a project to discover promising players, establishment of a player development system, and attraction of youth boxing competitions. This was reflected in the establishment of mid- to long-term financial plans, disclosure of association financial data, revision of financial-related articles of association, strengthening of financial expenditure monitoring and control, improvement of chairman election, recruitment of association staff, and systemization of boxing club certificates. It was revealed that this was achieved by securing subsidies, supporting systematic player management, establishing an international exchange system, making referee appointments transparent, strengthening the referee reward and punishment system, introducing an electronic system, and strengthening referee fairness education. This was reflected in the standardization of boxing stadiums, opening of boxing facilities, construction of elite boxing facilities, and promotion of exclusive stadiums for the Boxing Association.

본 연구는 전문가집단을 대상으로 델파이 조사를 통하여 엘리트 복싱 활성화를 위한 요인을 도출하였다. 이를 위 하여 복싱 전공 교수, 복싱협회 실무자, 복싱지도자, 복싱 상임심판을 전문가집단으로 선정하여 델파이 조사를 3차에 걸 쳐 실시하여 다음과 같은 결론을 얻었다. 첫째, 엘리트 복싱 활성화를 위한 중위요인은 선수확대요인, 효율적 재정운영, 협회시스템 구축, 심판제도 강화, 복싱시설구축으로 나타났다. 둘째, 엘리트 복싱 활성화를 위한 하위요인은 복싱연맹설 립, 교육청 연계프로그램 운영, 유망주 발굴 사업 운영, 선수육성시스템 구축, 청소년 복싱대회 유치, 중‧장기 재정계획수 립, 협회재정 자료공개, 재정관련 정관개편, 재무지출감시통제 강화, 회장선출 개선, 협회직원 충원, 복싱단증 체계화, 지원금 확보, 체계적 선수 관리 지원, 국제교류시스템 구축, 심판위촉 투명화, 심판 상벌제도 강화, 전자시스템 도입, 심판 공정교육 강화, 복싱구장 규범화, 복싱 시설개방, 엘리트 복싱시설 구축, 복싱협회 전용경기장 추진으로 나타났다.
