According to the Certified Brokerage Act, anyone can take the Certified Brokerage exam, and successful applicants under this Act can start work after registering as a business operator if they have completed less than 28 hours of training at the time of establishment and registration of a brokerage office. It is necessary to improve the education system when establishing and registering a certified real estate agent office at the present time when the expertise required of a certified real estate agent is increasing day by day with the changes of the times. The following improvement measures were suggested compared to the education system when establishing and registering offices for other professional qualification systems. As a result of comparative analysis, it was confirmed that the establishment and registration education of certified real estate agents was significantly different from other professional certificates, and improvement measures were suggested. First, expand the education curriculum to practical subjects. Second, open practical curriculum and extend the training period. Third, designate real estate agents who have operated offices for more than 10 years as practical educators and theoretical educators as civil law experts. Fourth, the theoretical education center can be designated and operated by the Minister of Land, Infrastructure and Transport according to the conditions of each region, and the practical education center designates and operates the offices of real estate agents who have operated for more than 10 years. As above, the concrete improvement of the education system when establishing and registering real estate agents will be more in line with the purpose of the current Brokerage Act (Article 1 of the Brokerage Act) to contribute to the national economy through the prevention of real estate transaction accidents and the sound promotion of the real estate brokerage industry. This study is a differentiated strategy from previous studies, and has implications in that it presents specific improvement measures for the problems of the education system when establishing and registering real estate brokerage offices.

공인중개사는 공인중개사법상 누구나 공인중개사 시험에 응시할 수 있고, 이 법에 의한 합격자는 중 개사무소개설∙등록 시 28시간 이상 또는 32시간 이하의 연수 교육을 수료하면 사업자등록 후 업무를 개시할 수 있다. 시대의 변화에 따라 공인중개사에게 요구되는 전문성이 나날이 높아지고 있는 현시점 에서 공인중개사의 전문성을 제고 하기에는 턱없이 부족한 사무소개설∙등록 시 연수 교육제도를 타 전문자격사의 사무소개설∙등록 시 연수제도와 비교 검토하였다. 비교 분석결과 공인중개사의 사무소개 설∙등록 시 연수교육은 타 자격사에서 실시하는 연수교육과 현격한 차이가 나타나고 있음을 확인하고 아래와 같은 개선방안을 제시하였다. 첫째, 연수 교육과목을 실증과목으로 확대하여 실시한다. 둘째, 연수 교육 제도에서 실무교육과정을 개설하고 연수 교육기간을 연장 하여야한다. 셋째, 민법 전문가 및 10년 이상 계속 사무소를 운영 중인 개업공인중개사를 연수교육자로 지정한다. 넷째, 이론연수교육장은 각 지역의 컨디션에 맞춰 국토교통 부장관이 지정하여 운영할 수 있도록 하고, 실무연수교육장은 10년 이상 계속 운영되고 있는 개업공인 중개사 사무소를 지정하여 운영한다. 개업공인중개사는 위와 같은 구체적인 연수 교육제도 개선은 부동산거래 사고를 예방하고 부동산중 개업을 건전하게 육성하여 국민경제에 이바지함이 목적(중개법 제1조)인 현행 중개법에 한층 더 부합될 것이다. 본 연구는 선행연구와 차별화된 전략으로 공인중개사의 사무소개설∙등록 시 연수 교육제도의 문제점에 대하여 구체적인 개선방안을 제시한다는 점에서 시사점이 있다고 본다.
