This study aims to explore strategies for enhancing ICT capabilities in local governments through digital transformation. The objective of this research is to propose structural, human, and technological improvements required to strengthen digital capabilities in local governments and to derive administrative innovation strategies utilizing Fourth Industrial Revolution technologies. The research method involves analyzing the current state of ICT organizations and personnel allocation in major metropolitan governments in South Korea to identify key issues and deriving improvement strategies through case studies and comparative analysis. The analysis reveals challenges such as the fragmentation of ICT functions, shortage of skilled personnel, and lack of awareness about digital transformation. To address these issues, the study highlights the need for integrating ICT functions, fostering specialized personnel, and advancing digital services through the adoption of the latest technologies. In conclusion, the study emphasizes a policy approach that leverages digital transformation to improve service quality, efficiency, and transparency for local residents.

본 연구는 디지털 트랜스포메이션을 통해 지방자치단체의 ICT 역량을 강화 하는 방안을 모색하고자 한다. 연구 목적은 지방자치단체의 디지털 역량 강화를 위 해 필요한 구조적, 인적, 기술적 개선 방안을 제시하고, 4차 산업혁명 기술을 활용 한 행정 혁신 방안을 도출하는 것이다. 연구 방법으로는 국내 주요 광역지방자치단 체의 ICT 조직 현황과 인력 배치 실태를 분석하여 주요 문제점을 파악하고, 사례 연구와 비교 분석을 통해 개선 방안을 도출하였다. 분석 결과, ICT 업무의 분산, 전문 인력 부족, 디지털 변화에 대한 인식 부족 등이 문제점으로 확인되었으며, 이 를 해결하기 위해 ICT 기능 통합, 전문 인력 양성, 최신 기술 도입을 통한 디지털 서비스 혁신이 필요함을 밝혔다. 결론적으로 지방자치단체의 디지털 트랜스포메이 션을 통해 주민 서비스 품질을 개선하고, 효율성과 투명성을 높이는 정책적 접근이 필요함을 강조한다.
