Currently, Korea is in a situation where it is difficult to secure future competitiveness due to low birth rate, declining school-age population, aging population, and the crisis of regional extinction due to concentration in the metropolitan area. In particular, low birth rate and aging population are expected to have a significant impact on Korea's national competitiveness in the future. Currently, the world is experiencing an era of great paradigm shift due to digital transformation and the everyday use of artificial intelligence technology, while also experiencing infinite competition between countries. In these changing times, higher education talent training may require a new approach that is different from the current one. Accordingly, this paper examines the severity of the problem of school-age population decline and the competitiveness of Korean universities from a triple helix perspective, and proposes a higher education talent training system that can foster excellent talent. The meaning of this study is to suggest an alternative to the stagnation of local universities due to population decline, which leads to difficulties in securing local industry talent and thus promotes regional disappearance. It also provides realistic solutions by supplementing existing quantitative data through in-depth interviews with university CEOs. It proposes an alternative and seeks ways to achieve regional balance in terms of the triple helix of industry, academia, and government to solve university problems.

현재 대한민국은 저출산, 학령인구 감소, 고령화 및 수도권 쏠림으로 인한 지방소멸 위기 등으로 인해 미래 경쟁력을 담보하기 어려운 상황이다. 특히 저출산 고령화는 향후 우리나라의 국가경쟁력에 큰 영향을 미칠 것으로 예상된다. 또한 세계는 디지털 전환과 인공지능 기술의 일상화로 패러다임의 대전환 시대를 맞이하면서 국가간 무한경쟁을 경 험하고 있는 상황이다. 이러한 시대변화 상황에서의 고등교육 인재양성 방안은 지금과 는 다른 새로운 접근 방식이 필요하다. 이에 따라 본 논문에서는 학령인구 감소 문제의 심각성과 우리나라 대학들의 경쟁력을 트리플 힐릭스 관점에서 살펴보고, 우수인재 양 성을 위한 고등교육 인재양성 체계를 제안하고자 한다. 본 연구의 의미는 인구감소에 따른 지역대학의 침체는 지역산업인재 확보의 어려움으 로 이어져 지역소멸을 촉진하게 되므로 이에 대한 대안을 제시하는 것이며, 총장 등 대 학 경영자들을 심층 인터뷰하여 기존의 양적 데이터를 보완함으로써 현실적 대안을 제 시하고 있으며, 대학의 문제를 산학관의 트리플 헬리스 관점에서 제시하여 지역균형을 위한 방안을 모색하는데 있다.
