Despite the government's efforts to promote balanced regional development, as the economy, industry, etc. become more concentrated in the metropolitan areas, regions are facing the risk of losing population and disappearing in the future. The role of science and technology as a source of economic and industrial competitiveness and innovation is becoming increasingly important to revitalize regions and attract young people back to them. Therefore, the Regional Science and Technology Innovation Bill was proposed in June 2023 to create a legal basis for a virtuous cycle of regional revitalization by expanding regional research capabilities, enhancing the competitiveness of local companies and industries, and attracting talented people to settle in the region. The Local Science and Technology Innovation Bill aims to strengthen the competitiveness of local science and technology and the balanced development of the national economy by supporting local governments' initiative and autonomous R&D and creating a foundation for local science and technology innovation. It can be said that the legislation aims to innovate the overall system for local governments to conduct R&D projects and create an environment for autonomous and responsible R&D by local governments. With the start of the 22nd National Assembly, there is a great need for the government to take the initiative to reintroduce the Local Science and Technology Innovation Bill. Therefore, the contents of the Regional Science and Technology Innovation Bill should be examined in depth and a more complete bill should be created. It is hoped that this will enable each region to proactively promote future science and technology investment and policies.

정부의 지역균형발전을 위한 노력에도 불구하고, 경제, 산업 등은 수도권으로 더욱 집중됨에 따라 지역은 인구가 유출되어 미래에 소멸될 위기에 직면해 있다. 지역이 다시 활력을 찾고, 청년들이 지역으로 돌아오게 하기 위해서는 경제․산업 경쟁력과 혁신의 원천인 과학기술의 역할이 점점 더 중요해지고 있다. 이에 지역의 연구 역량을 확충하 고, 지역의 기업과 산업 경쟁력을 강화함으로써 지역의 우수한 인재가 지역에 정착함으 로써 지역이 활력을 되찾는 선순환되는 법적 근거를 마련하기 위해 2023년 6월 ｢지역 과학기술혁신법안｣이 발의되었다. 이 법안은 지방자치단체의 주도적이고 자율적인 연 구개발을 지원하고 지역과학기술혁신을 위한 기반을 조성함으로써, 지역의 과학기술 경쟁력을 강화하고 국가경제의 균형있는 발전을 목적으로 한다. 지방자치단체의 연구 개발사업 수행에 관한 전반적인 시스템을 혁신하고 지방자치단체의 자율적이고 책임 있 는 연구개발 환경을 조성하기 위한 입법 취지가 엿보인다고 할 수 있다. 이 법안은 제22대 국회의 시작과 함께 정부가 적극 주도하여 재차 발의할 필요성이 크다. 이에 법안의 내용을 깊이 있게 살펴보고 더 완성도를 높여야 할 것이다. 본 글에서 는 제21대 국회에서 발의된 지역과학기술혁신법안의 필요성을 논증하기보다는 현재 발 의된 지역과학기술혁신법안을 중심으로 그 주요 내용과 문제점, 추가로 포함되어야 할 내용 등을 살펴봄으로써 입법적 보완사항을 제시하였다. 이를 통해 각 지역이 능동적으 로 미래 과학기술 투자와 정책을 적극적으로 추진할 수 있기를 기대한다.
