In the field of defense test&evaluation, research and development organizations and demand forces use both public and private test facilities. However, there is a need to improve methods for efficient use in several aspects. First, since each institution owning test facilities provides detailed information about facilities, infrastructure, and use procedures through its independent information system, usability varies depending on the user’s level of information proficiency. Second, test facilities are not used efficiently due to a lack of awareness regarding the importance of information sharing between test service providers and consumers. In this study, we propose a method to integrate and use dispersed test facilities and equipments information to enhance the efficiency of defense test&evaluation. To this end, we identified the status of public and private test facilities and equipments related to defense test&evaluation and established a database based on user requirements gathered through surveys and interviews. The significance of this study lies in its conversion of subjective and dispersed test facilities and equipments-related information, previously in the form of tacit knowledge that was difficult to share due to individual know-how and experience, into systematized explicit knowledge that can be easily accessed by defense test&evaluation officials. It is expected that the result of this study will contribute to improving the efficiency of defense test&evaluation.

국방 시험평가 분야에서는 연구개발주관과 수요군에서 공공 및 민간의 시험시설을 사용하고 있으나, 다음과 같은 측면에서 효율적인 활용 방법을 제고할 필요가 있다. 첫째, 시험 시설･장비에 대한 정보, 활용절차 등 세부 현황이 시험시설을 보유한 기관별 독립된 정보체계에서 제공되기 때문에 사용자의 정보이용 수준에 따라 활용성의 차이가 있다. 둘째, 시험 서비스 제공 자와 수요자의 정보공유 필요성에 대한 인식의 불균형으로 시험시설을 효율적으로 활용하지 못하고 있다. 본 연구에서는 국방 시험평가의 효율성 향상을 위해 산재되어 있는 시험 시설･장비 정보를 통합하여 활용할 수 있는 방안을 제안하였다. 이를 위해 국방 시험평가와 관련 있는 공공 및 민간 시험시설･장비 현황을 파악하고, 설문 조사 및 인터뷰를 통해 획득한 사용자 요구사 항을 기초로 시험시설･장비 데이터베이스를 구축하였다. 본 연구는 그동안 개인의 노하우와 경험에 의존하여 공유가 곤란했던 암묵지 형태의 주관적이고 흩어진 시험시설･장비 관련 정보를 국방 시험평가 관계자가 쉽게 공유할 수 있도록 체계화한 형식 지 형태의 지식으로 변환했다는 데 의의가 있다. 본 연구결과가 국방 시험평가의 효율성 향상에 기여할 것으로 기대한다.
