The purpose of this study is to explore what factors are necessary to establish a wide-ranging counselor system that has been publicized in accordance with the announcement of the plan by the Ministry of Health and Welfare. As a core theory for this, we present the Morphogenetic social theory. Morphogenetic social theory is a theory that explains the elaboration of institutions by designating interactions between actors through structural and cultural conditioning. Research methods can be divided into two stages. First, the institutionalization process is analyzed by analyzing the structural and cultural conditions and interactions of the youth counselor system based on the morphogenetic social theory. Second, the same analysis framework is used to analyze the institutionalization of counselors that are currently publicized, and implications are derived accordingly. The youth counselor system has a protective tendency in structural and cultural conditions. In the 1990s, the government established a system without significant interaction, and in the 2000s, the private sector led an agreement to achieve institutionalization. On the other hand, the currently publicized counselor system was not agreed upon due to the rampant private qualifications. Structural and cultural conditions tend to be selective. The implications of this study are significant in deriving implications for institutionalization in the future by comparing the publicized counselor system with the institutionalized youth counselor.

본 연구는 보건복지부의 계획 발표에 따라 공론화 된 광범위한 상담사 제도의 확립이 이뤄지기 위해서 필요한 요소가 무엇인지 탐색하는 것을 목적으로 한다. 이를 위한 핵심이론으로 형태발생 이론을 제시한다. 형태 발생 사회이론은 구조·문화적 조건화를 통해 행위자 간의 상호작용을 지정하여 제도의 정교화를 설명하는 이론이 다. 연구 방법은 두 가지 단계로 나눌 수 있다. 첫째, 형태발생 사회이론을 기반으로 하여 청소년 상담사제도의 구 조·문화적 조건화와 상호작용을 분석하여 제도화 과정을 분석한다. 둘째, 동일한 분석틀을 사용하여 현재 공론화되 는 상담사 제도화를 분석하고, 그에 따른 시사점을 도출한다. 청소년 상담사제도는 구조·문화적 조건이 보호적인 성향을 띈다. 1990년대 정부의 주도로 큰 상호작용 없이 기반을 조성하였고 2000년대 민간의 주도로 합의를 통해 제도화를 이뤄냈다. 그에 반해 현재 공론화되는 상담사 제도는 난립하는 민간 자격증으로 인해 의견의 일치가 되 지 않았고. 구조·문화적 조건이 선택 강요적 성향을 띈다. 본 연구의 시사점은 공론화되고 있는 상담사제도를 제 도화된 청소년상담사와 비교하여 향후 제도화의 시사점을 도출하는데 의의가 있다.
