Purpose : This paper examines the support provided by metropolitan municipalities in South Korea for the export activities of small and medium-sized enterprises (SMEs). It focuses on the regulatory and practical aspects of the export assistance programs, including the operational levels of these programs. Research design, data, methodology : The study uses content analysis to evaluate the structure and effectiveness of export support by metropolitan municipalities, assessing policy, planning, strategy, costs, and success rates. It also examines overlaps with national and regional regulations, identifying areas for improvement. Results : The analysis reveals that metropolitan municipalities often lack detailed guidelines for export support, causing inconsistencies in implementation. While some systems align with broader policies, others are inefficient and redundant. A more coherent regulatory approach is suggested to enhance the effectiveness of export support measures. Conclusions : The paper emphasizes the need to revise metropolitan municipalities' export support systems to align better with national strategies. Insights from the study aim to inform reforms of export support regulations, enhancing assistance for SMEs in their international activities.

한국의 광역지방자치들은 정부와 중소기업의 수출증대를 목적으로 제도를 제공하고 있으며 제도의 규정적 근거는 지방차지단체의 운영근거인 조례를 통해 형식화되어 실제적 보장을 권 위적으로 담보하고 있다. 반면에 중소기업 수출지원 사업이 정부와 지방자치단체, 무역유관기 관에서 광범위하게 실시되는 반면에 중소기업 수출지원에 관련된 규정적 탐색은 고찰된 바가 없었다. 따라서 광역지방자치단체의 조례를 대상으로 내용 분석(Content Analysis)을 실시하는 것을 연구의 목적으로 한다. 분석결과 목적, 책무, 대상, 지원내용 등 규범적 측면과 기본계획 수립, 전달체계, 비용 지원 등 실효적 측면들이 조례별로 매우 상이하였다. 또한 일부 조례들은 규범적 측면과 실효적 측면의 규정이 미비하여 조례의 실효성이 떨어지는 문제점이 있었다. 본 연구가 조례와 관련된 선행연구들과 차이점을 보이는 것은 중소기업 수출지원 조례에 대한 급부의 종류가 다른 조례들에 비하여 광범위하기 때문에 급부를 중소기업 수출지원제도의 성 격으로 구분하여 분석을 실시한 점이다. 본 연구가 지방자치단체의 중소기업 수출지원조례를 제·개정하는 과정에서 기초자료로 활용되기를 기대한다.
