For the purpose of making policy suggestions for activate private security, this study referred to prior studies such as various books and papers, as well as National Police Agency data such as police white papers and subscription police statistics. The private security industry is one of the industries that is in the spotlight along with the tourism industry, so much so that it is called a “factory without a chimney.” In this way, it has been confirmed through prior research that various problems and obstacles still exist in order for the private security industry to develop and become active. This study seeks to make the following policy suggestions to activate the private security industry. First, Appropriate hiring standards for private security guards must be established. Second, it is necessary to improve expertise through education and training. Third, cooperation between the police and private security must be strengthened. Fourth, it is necessary to make the salaries of private security guards more realistic. Fifth, the scope of private security work needs to be expanded. Sixth, the working environment of private security guards must take precedence.

본 연구는 민간경비 활성화 방안을 위한 정책 제언을 위한 목적을 위해 각종 서적과 논문 등 선행연구를 비롯하여 경찰백서, 경찰통계년보 등 경찰청 자료 등을 참고하였다. 민간경비산업은 소위 ‘굴뚝없는 공장’으로 불리울 정도로 관광산업과 더불어 각광받고 있는 산업 가운데 하나이다. 이처럼 민간경비업이 발전하고 활성화되기 위해서는 아직까지 도 다양한 문제점과 장애요인들이 존재하고 있음을 선행연구 등을 통해 확인하였다. 본 연구는 민간경비업의 활성화를 위해 다음과 같이 정책적 제언을 하고자 한다. 첫째, 민간경비원의 채용에 있어서 적합한 채용기준이 마련되어야 한다. 둘째, 교육훈련을 통한 전문성 제고가 필요하다. 셋째, 경찰과 민간경비와의 협력증진의 강화이다. 넷째, 민간경비원의 보수 현실화가 필요하다.. 다섯째, 민간경비 업무영역의 확대가 필요하다. 여섯째, 민간경비원의 근무환경 개선이 선행되어야 한다.
