As the use of drones increases, various public organizations are introducing drones, and each public organization has its own autonomous laws and administrative rules to prepare for the operation and management of drones. However, the drone operation regulations of each public institution are organized individually, and there is no effective operation and management system. Therefore, this study analyzed the drone operation regulations of public institutions in a comparative manner to standardize the organization system and seek development directions. First of all, the definition of drones is defined differently by each organization, and the operation and training system of pilots is not properly defined. In addition, the handling tips and responsibilities in case of drone accidents are often unclear. In the future, the main focus should be on standardizing drone operation regulations for public institutions to ensure more consistent operation.

드론 활용의 증가에 따라 다양한 공공기관에서 드론을 도입하고 있으며 드론의 운영과 관리 방안 마련을 위해 공공기관별로 자치법규와 행정규칙 등을 두고 있다. 그러나 공공기 관별 드론 운용 규정의 구성 체계가 개별적으로 구성되어 있고 효과적인 운용 및 관리 체계가 이루어지지 않고 있다. 따라서, 본 연구는 공공기관의 드론 운용 규정을 비교 분석 하여 구성 체계 표준화와 발전 방향을 모색하였다. 우선 각 기관별로 드론의 정의가 다르 게 규정이 되어 있으며, 조종자의 운영과 교육 체계 등이 제대로 규정되어 있지 않다. 또한, 드론 사고 시의 처리 요령, 책임 등이 명확하지 않은 경우가 많았다. 향후에는 공공기관의 드론 운용 규정을 표준화하여 보다 일관된 운용을 보장하는 데 주안점을 두어야 할 것이다.
