In this study, SWOT-AHP was used to promote the development of the winter sports industry and organize activities in Northeast China. For this purpose, development factors in Northeast China were classified and analyzed into strengths, weaknesses, threats, and opportunity factors. Administration. Factor derivation in this study was conducted through SWOT analysis. Using AHP analysis, we examined the importance of priorities among the development factors of the winter sports industry in Northeast China. Through this process, the following conclusions were obtained. Northeastern China is rich in talent due to its experience in hosting various large-scale winter sports competitions, but there have been concerns about talent outflow for a long time. This is a limit to the development of the winter sports industry in the Northeast region. The cold climate and abundant snowfall of the Northeast region are natural resources that can host a variety of winter sports events, and our abundant experience in hosting large-scale winter sports events is a strength in the development of the winter sports industry. Increasing consumption demand from domestic and foreign residents by actively promoting large-scale sports events through policy support from the Chinese government is an opportunity for the development of the winter sports industry. Reckless expansion of facilities is leading to financial problems at the corporate level and giving rise to vicious competition. Due to these problems, problems such as the inability to sufficiently cultivate professional manpower and their outflow are acting as a weakness in the development of the winter sports industry.

본 연구는 SWOT-AHP를 활용하여 중국 동북지역 동계스포츠산업 발전 요인을 도출하고 그에 따른 전략을 제시 하는데 목적을 두고 실시하였다. 이를 위해 중국 동북지역의 발전 요인을 강점, 약점, 위협, 기회요인으로 분류하여 분석하 였다. 본 연구의 요인도출은 SWOT분석을 통하여 실시하였으며, AHP 분석을 활용하여 중국 동북지역 동계스포츠산업 발전 요인 간 우선순위의 가중치를 근거로 중요도를 살펴보았다. 이와 같은 과정을 통해 다음과 같은 결론을 얻었다. 중국의 동북지역은 각종 메가동계스포츠 이벤트 개최의 경험으로 인재는 풍부하지만 오랫동안 인재 유출에 대한 우려가 있다. 이는 동북지역 동계스포츠산업 발전에 대한 제약이 되고 있다. 동북지역의 냉대기후와 풍부한 강설량은 각종 동계 스포츠이벤트 개최에 대한 천혜자원이며, 메가동계스포츠이벤트 개최의 풍부한 경험은 동계스포츠산업 발전에 대한 강 점이 되고 있다. 중국의 동북지역은 국가의 정부의 적극적인 정책지원에 호응하여 동북지역의 재정수입을 증대시킬 수 있다. 중국 정부의 정책지원을 통한 메가스포츠이벤트를 적극 추진하여 내국인 및 외국인에 대한 소비수요를 증가시키는 것은 동계스포츠산업 발전에 대한 기회가 되고 있다. 무분별한 시설 증가는 기업 차원에서의 재정 문제로 이어져 악의적 경쟁 관계를 형성하고 있다. 이러한 문제로 인하여 전문 인재를 충분히 양성하지 못하고 유출시키는 등의 문제는 동계스포 츠산업 발전에 대한 약점이 되고 있다.
